1. Quotes Due: changed to April 6, 2018 at 1400 Alaska Time

2. The Addendum to FAR 52.212-1 is replaced in its entirety with the following:

ADDENDUM TO 52.212-1: To ensure timely and equitable evaluation of all quotes, quoters are advised to follow instructions contained herein. Quotes shall be submitted to the primary point of contact no later than the date and time identified in this solicitation. The quote shall include the following documents:

1. Completed Schedule of Items – all items must be priced

2. Completion of 52.212-3 Offeror Representations and Certifications – Commercial Items in

System for Award Management.

3. Acknowledgement of Solicitation Amendments (if any).

4. Past Performance Information/References: Submit a list of current or past commercial janitorial service contracts awarded within the past two (2) years that were similar in nature to this requirement. Provide contact information for project to include name, email and phone number.

3. The Section titled “Evaluation” on page 36 is replaced in its entirety as follows:

EVALUATION: Evaluation of quotes will be conducted using Simplified Acquisition Procedures in accordance with FAR 13.106-2 Evaluation of Quotes. The Government intends to award a purchase order resulting from this solicitation to the responsible quoter whose quote represents the best value to the Government.

Two (2) evaluation criteria will be used. The Evaluation Criteria are Past Performance and Price. These two criteria are of equal importance.

1. Relevant Past Performance: When evaluating past performance, the government will assess the quoter’s ability to successfully perform future similar work based on its history of successful performance. This includes an assessment of the following:

• Demonstrated ability to meet the contract specifications and conformance to standards of good workmanship.

• Commitment to customer satisfaction.

• History of reasonable and cooperative behavior.

• Compliance with schedules.

• Reliability and responsiveness.

• Concern for the interests of the customer.

Past performance will be evaluated on the basis of information provided by the quoter (contacting references submitted with your quote) and other sources including information in the Government Wide Past Performance Information Retrieval System (PPIRS) or the Government’s personal experience with your firm. The Government will give greater weight to its own experiences with a quoter than it will give to reports obtained from others.

Where there is little or no information available regarding the offeror’s past performance history because the offeror is new to the marketplace, the past performance evaluation may take into account information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the work. When no information is available, the offeror will not be evaluated favorably or unfavorably on past performance.

2. Price: Price will be evaluated for reasonableness in accordance with the Federal Acquisition regulation (FAR) including Base plus all Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement in accordance with FAR 52.217-5 Evaluation of Options (JUL 1990). To evaluate the potential price the Government may determine that an offer is unacceptable if the option prices are significantly unbalanced or omitted. Evaluation of options shall not obligate the Government to exercise the option(s).

When evaluating the 6-month extension contemplated by FAR 52.217-8 Option to Extend Services, the Government will add the total price for Option Year 4 less the Option Year 4 price for weekly winter cleaning as the estimated price for a 6 month extension (if exercised). For example, if a quoter’s prices are as follows (figures are purely hypothetical for purposes of providing an example):

Base year price for janitorial (total base year from pricing tables): $ 20,000 Option Year 1 price for janitorial (from pricing tables): $ 25,000 Option Year 2 price for janitorial (from pricing tables): $ 30,000 Option Year 3 price for janitorial (from pricing tables): $ 35,000 Option Year 4 price for janitorial (from pricing tables): $ 40,000 (including $10,000 weekly winter cleaning) Total Base + All Options: $150,000

Price for Evaluation of 6-month extension (FAR 52.217-8) $ 30,000 ($40,000 - $10, 000) TOTAL EVALUATED PRICE in this example ======= $180,000

4. Clarification questions:

• Clarification of the section titled “EMERGENCY CLEANING” on page 7:

o For Emergency Cleaning, quoters shall assume that one Emergency Cleaning event will take no longer than 2 hours to complete.

• Clarification of “Dusting” (1.a.x) on page 6:

o Dusting shall be performed to a height of 8 feet.

• Clarification of “Annual – Clean/Shampoo Carpets and Upholstered Chairs – October”

(1.c.iii).

o All theatre seating shall be included in in the cleaning of upholstered chairs. All benches are pew style with both back and seat upholstered. The benches have an 18 inch tall back and a 16 inch deep seat. The benches are as follows: 11 at 19 feet long, 9 at 9 feet long, and 1 at 6 feet long.

NOTE: Additional questions will be accepted for 24 hours after posting of this amendment. Questions received by the Government more than 24 hours after posting of this amendment will not be answered.
