F‐22 Aircraft Aerospace Equipment (AGE) Heavy Duty Walk‐behind Tug
52.212-1 ADDENDUM -- OFFER PREPARATION INSTRUCTIONS
A. To assure timely and equitable evaluation of offers, Offerors must follow the instructions contained herein.
Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The Offer shall consist of two (2) volumes:
1. Volume I - Price Proposal
2. Volume II – Technical Proposal and Quality Control Plan
B. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer’s opinion, adequate price competition exists no additional cost information will be requested.
However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists Offerors may be required to submit information other than cost or pricing data to support a determination of price reasonableness.
C. SPECIFIC INSTRUCTIONS:
1. VOLUME I – PRICE - Submit one (1) electronic copy.
(A) Complete blocks 17a, and 30a, b, and c of the SF1449. In doing so, the offeror accedes to the contract terms and conditions as written in the SOLICITATION, with attachments. The SOLICITATION constitutes the model contract.
(B) Insert proposed price for Contract Line Item (CLIN) 0001 in the SF 1449. The Total Evaluated Price (TEP) will be used for evaluation purposes and all prices that comprise the are contractually binding and thus all prices must be populated.
(C) Complete the necessary fill-ins and certifications in provisions. The provisions FAR 52.212-3 shall be returned along with the offer.
2. VOLUME II – TECHNICAL PROPOSAL - Submit one (1) electronic copy. The following technical subfactors will be evaluated in accordance with Section M of the solicitation. Please describe your capability and experience relating to the following subfactors.
a. Subfactor One: Provide evidence of manufacturing this type of equipment for a minimum of three (3) years.
b. Subfactor Two: Provide two examples of having previously sold this type of equipment in the aerospace industry in the last two (2) years.
D. PAST PERFORMANCE
1. A volume for Past Performance is not required. No Past Performance information must be submitted with this offer. Past Performance will be obtained from any other sources available to the Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; interviews with Program Managers, Contracting Officers, and Fee-Determining Officials; and the Defense Contract Management Agency (DCMA). (References may be provided, but submission is not required)
E. DOCUMENTS SUBMITTED IN RESPONSE TO THIS RFP MUST BE FULLY RESPONSIVE TO AND
CONSISTENT WITH THE FOLLOWING:

3. Evaluation Factors for Award.
4. Please limit page number of Volume II – Technical Proposal and Quality Plan to a maximum of 10 pages.

52.212-2 – EVALUATION—COMMERCIAL ITEMS (JAN 1999)
(a) The government will award one (1) contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(1) PRICE
(2) TECHNICAL PROPOSAL
(3) PAST PERFORMANCE
ADDENDUM TO FAR 52.212-2 – TECHNICAL EVALUATION CRITERIA
BASIS FOR CONTRACT AWARD:
(A) Basis for Award
This acquisition will utilize Lowest Price Technically Acceptable (LPTA) source selection procedures in accordance with FAR 15.101-2 as supplemented. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability. Award will be made to the acceptable offeror with the lowest evaluated cost or price, which is deemed responsible in accordance with the Federal Acquisition Regulation and whose proposal conforms to the solicitation requirements. The solicitation requirements include all stated terms, conditions, representations, certifications, and all other information required by 52.212-1, Instructions to Offerors of this solicitation. The Government reserves the right to award without discussions. Therefore, each initial offer should contain the Offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if determined necessary by the Contracting Officer. If the Contracting Officer determines it necessary to conduct discussions, procedures at FAR 15.306 will be followed. The evaluation process shall proceed as follows:
(B) Evaluation Methodology:
1. Initially, offers shall be ranked according to price from the lowest price to highest based on the Total
Evaluated Price (TEP). The TEP will be used for Price comparison and evaluation.
2. Next, the government technical evaluation team will review the technical proposal submitted by the lowest priced offeror on an acceptable/unacceptable basis to ensure the solicitation requirements including all stated terms, conditions, representations, certifications, and all other information required by this solicitation are met. The Technical Proposal will then be evaluated for the next lowest priced offer. For price comparison purposes, technical evaluations cease when the technical evaluation teams finds two proposals technically acceptable. Only proposals deemed technically acceptable (either initially or as the result of discussions) will be considered for award.
(C) Price Factor:
1. Completeness- The Government will review the pricing submissions for completeness and compliance with 52.212-1 of the RFQ. Incomplete price submissions will NOT be evaluated and the proposal may be eliminated from the competition.
2. Price Reasonableness – The Offerors price proposal will be evaluated using one or more of the techniques defined in FAR 15.404-1 (Proposal Analysis Techniques). Generally, adequate price competition will satisfy the criteria for price reasonableness.
3. Total Evaluated Price (TEP) – The TEP will be calculated as the sum of the proposed price. The TEP is for award purposes only and is not contractually binding; however, all prices that comprise the TEP are contractually binding and thus all prices must be populated. An omitted price may result in proposal elimination.
(D) Technical Factor:
1. The Technical Volume will be evaluated for acceptability in accordance with the criteria set forth in this section. The Offeror’s Technical Volume must convey to the Government that the Offeror is capable, possesses adequate technical expertise and experience, possesses sufficient resources, and is able to plan, organize, and use those resources in a coordinated and timely fashion to meet the needs of the Government.
The Government will evaluate the Offeror’s Technical Volume to ensure that each requirement in the Purchase Specification is addressed adequately. The Technical Volume shall explain how the contractor will accomplish/satisfy the requirements. The Technical Volume shall NOT simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet the requirements in the Purchase Specification. If an Offeror rephrases/restates the Purchase Specification, their Technical Volume will be unacceptable.
2. The Government Technical Evaluation Team will evaluate the technical proposals on a pass/fail basis, assigning one of the ratings in the table below. Only those proposals determined to be technically acceptable, either initially or as a result of discussions, will be considered for award. The Offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussions. The proposals shall be evaluated against the Technical Subfactors and all requirements found in the Purchase Specification.
Rating Description
Acceptable The proposal meets specified minimum requirements necessary for acceptable contract performance.
Unacceptable The proposal fails to meet specified minimum requirements necessary for contract performance. Proposals with an unacceptable rating are not awardable.
3. The Proposals shall be evaluated against the following subfactor criteria:
a. Subfactor One: Proposal shall show the offeror’s manufacturing experience for the proposed item for a minimum of three (3) years.
b. Subfactor Two: Proposal shall provide two examples of having previously sold this type of equipment in the aerospace industry in the last two (2) years.
(E) Past Performance
1. Past performance information will be rated as acceptable or unacceptable and may be gathered from both Industry and Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases/sources.
2. Acceptable past performance means that based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. Offerors will not be penalized if no past performance information is available.
3. Unacceptable past performance means that based on the offeror’s performance record, the
Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
(C) Discussions:
1. It is the Government’s intent to award without discussions; therefore, it is imperative that Offerors submit their best terms initially. If the Contracting Officer determines it necessary to conduct discussions, procedures at FAR 15.306 will be followed. If, during the evaluation period, it is determined to be in the best interest of the Government to hold discussions, offeror responses to Evaluation Notices (ENs), and the Final Proposal Revisions (FPRs) will be considered in making the selection decision.
