JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

(JOFOC)

FAR SUBPART 6.3

I recommend the use of other than full and open competition for the acquisition of the following supplies or services. If this acquisition is to be made with only one source or a limited number of sources, negotiations will be conducted with the indicated proposed supplier(s).

1. IDENTIFICATION OF THE AGENCY AND CONTRACTING ACTIVITY:

The Internal Revenue Service (IRS) Office of Procurement, purchasing on behalf of the Bureau of Engraving and Printing (BEP).

2. NATURE/DESCRIPTION OF THE ACTION BEING APPROVED:

This will be a Firm-Fixed Price contract using FY 16 Procurement funds. There are no option periods for this requirement.

3. DESCRIPTION OF SUPPLIES OR SERVICES

BEP, Office of Critical Infrastructure & IT Security intends to purchase: Aventura Technologies Security cameras and installation equipment.

Delivery: 90 days after receipt of award.

17. JUSTIFICATION (ADD PAGES IF NEEDED)

A. DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS OR

THE NATURE OF THE ACQUISITION REQUIRES USE OF THE AUTHORITY CITED.

Aventura Technologies, Inc. DVRS system and cameras are used extensively throughout the BEP.

Other company’s products are not interoperable with Aventura DVRS and do not offer functional equivalents for any Aventura products. The required products are needed to fulfill Federal Reserve’s request to provide additional camera coverage in high sensitive currency production areas within

BEP.

B. DESCRIBE THE EFFORTS TAKEN TO ENSURE OFFERS WERE SOLICITED FROM AS MANY

POTENTIAL SOURCES AS IS PRACTICABLE, INCLUDING WHETHER A NOTICE WAS OR

WILL BE PUBLISHED AS REQUIRED BY SUBPART 5.2 AND, IF NOT, WHICH EXCEPTION

UNDER 5.202 APPLIES.

Market research found the required products are widely available on the commercial marketplace through hundreds of vendors of varying business concerns, so no RFI or sources sought was published. The solicitation will be posted to FBO and competition is expected.

C. DETERMINATION THAT THE ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR

AND REASONABLE.

The Government anticipates receiving multiple offers for the required products. A determination of fair and reasonable pricing will be made through a comparison of prices received in response to the solicitation.

D. DESCRIBE THE MARKET RESEARCH THAT WAS CONDUCTED AND THE RESULTS OF

THAT SURVEY. IF ACTIONS WERE TAKEN BY PROCUREMENT PERSONNEL TO SATISFY

THIS REQUIREMENT SUCH AS A GPE SOURCES SOUGHT SYNOPSIS, PLEASE SPECIFY.

The market was surveyed for commercial standards, practices, and procedures. A GSA Advantage search found only one source listed, which is the manufacturer of the above product (small business).

An extensive internet search was also conducted by the Contracting Specialist that revealed that there are several small business resellers available on the open market that are capable of providing this product.

E. DESCRIBE ANY OTHER FACTS TO SUPPORT THE JOFOC.

Documents that support the JOFOC include: specifications list, Acquisition Plan, IGCE, Market Research.

F. LIST SOURCES, IF ANY, THAT EXPRESSED, IN WRITING, AN INTEREST IN THE

ACQUISITION.

No sources have expressed, in writing, an interest in the acquisition.

G. LIST THE ACTIONS THE BUREAU WILL TAKE TO REMOVE OR OVERCOME ANY BARRIERS

TO PROMOTE THE COMPETITION ON ANY SUBSEQUENT ACQUISITIONS FOR SIMILAR

SUPPLIES OR SERVICES.

The Government anticipates future brand name requirements for Aventura Technologies products will remain widely available and competed among resellers in the commercial marketplace.

H. STATEMENT THAT REQUIREMENT DOES NOT RESULT FROM A LACK OF PLANNING OR

THE EXPIRATION OF FUNDS.

This requirement does not result from a lack of planning or the expiration of funds. BEP is in a multiple year effort to update its technology assets and operates with no-year funding.
