INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS
1. SCOPE:
1.1. You are invited to submit a proposal in response to our Request for Quote (RFQ) 11154692 entitled RTI Classroom Carpet/Blind Installation at Camp Dawson located near Kingwood, WV. See Statement of Work.
1.2. As a result of this solicitation, the Government intends to award a Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible offeror whose proposal, conforming to the request for quote, will be most advantageous to the Government, considering lowest price technically acceptable (LPTA).
1.3. This solicitation is set-aside 100% for Small Businesses.
1.4. The Period of Performance is 90 Calendar Days.
2. NOTICE OF PRE-PROPOSAL CONFERENCE AND SITE VISIT:
2.1. A pre-proposal conference will be conducted on 24 July 2018 at 11:00 A.M. Eastern Standard Time for the purposes of briefing on the proposal requirements and answering questions regarding this solicitation. This conference will be held at the Camp Dawson Operations Conference Room (Building Number 1001A, Conference Room #1), 1001 Army Road, Kingwood, WV 26537 located on Camp Dawson near Kingwood, WV. Interested Contractors are highly encouraged to attend the pre- proposal conference. The site visit will be held following the conference.
2.2. Information provided at this conference or site visit shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.
3. FORMAL COMMUNICATION, OFFEROR EXPLANATIONS:
3.1. Offeror Inquiry: Please clearly state your question via FEDBID/FBO
3.2. Any explanation desired by an offeror regarding the meaning or interpretation of the solicitation, or proposals, drawings, specifications, etc. must be requested in writing and with sufficient time allowed for a reply to reach offerors before the submission of their proposal.
3.3. All questions and requests for information (RFI) must be received NOT LATER THAN 6 August 2018 11:00 AM EST prior to proposal due date. OFFERORS ARE STRONGLY
ENCOURAGED TO SUBMIT QUESTIONS EARLY IN THIS PROCESS.
3.4. Any interpretations made will be in the form of an amendment of the solicitation, drawings, specifications, etc., and will be furnished to all prospective offerors via FEDBID/FedBizOpps
(FBO).
4. AMENDMENTS PRIOR TO DATE SET FOR PROPOSALS:
The right is reserved, as the interest of the Government may require, to revise or amend the solicitation, specifications and/or drawings, prior to the date set for proposals, as necessary. Such changes, if any, will be announced by an amendment or amendments to this Request for Quote.
All information relating to this RFQ, including pertinent changes/amendments and other information applicable prior to the date set for receipt of proposal will be amended to
FEDBID/FBO.
5. WAGE DETERMINATION:
5.1. Davis Bacon Wage Rates are applicable to this project. Current prevailing wage determination(s) at time of issuance of solicitation are. General Decision Number WV180046 Building, dated 06/29/2018. Applicable wage rates can be found at http://www.wdol.gov/dba.aspx
6. PROPOSAL PREPARATION EXPENSES AND PRE-CONTRACT COSTS:
This RFQ does not commit the Government to pay costs incurred in preparation and submission of proposals or for other costs incurred prior to award of a formal contract.
7. SUBMISSION INSTRUCTIONS:
a. DUE DATE: 8 August 2018 no later than 11:00 A.M., Eastern Standard Time
b. Quote will be submitted thru FEDBID Website
8. INFORMATION REGARDING AVAILABILITY OF UTILITY SERVICES: Reference information found per FAR Provision/Clause 52.236-14, Availability and Use of Utility Services consideration when computing its offer.
9. CLAUSES:
9.1. Clauses and provisions from the Federal Acquisition Regulation (FAR) and supplements thereto are incorporated in this document by reference and in full text. Those incorporated by reference have the same force and effect as if they were given in full text.
9.2. Clauses and provisions in this document may not appear in consecutive order.
9.3. The CONTRACTOR shall access CMRA website; https://www.ecmra.mil and report all CONTRACTOR manpower, including sub-contractors, required for the performance on this contract.

10. OFFERORS QUALIFICATIONS:
To establish its responsibility, the apparent low bidder may be requested by the Government prior to award, to submit a statement regarding his previous experience in performing comparable work, his business and technical organization, financial and bonding resources and plant available to be used in performing the work. This action may be requested to determine if the contractor is responsible.
11. The terms “bid” and “offer”, and “bidder” and “offeror” shall be construed as having the same meaning in this solicitation and resulting contract.
12. All information relating to this RFQ, including pertinent changes/amendments and information will be submitted to FEDBID/FedBizOpps (FBO).
13. For security reasons, all potential offerors, plan rooms and printing companies are required to be registered in the GSA System for Award Management (SAM) database. Firms can register via the SAM internet site at https://www.sam.gov/portal/public/SAM/. Interested bidders are required to submit their representations and certifications at the same site. You will need your DUNS number and MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. The solicitation and associated information and the plans and specifications will be made available only from the Contracting Officer or Engineers.
14. A single award is contemplated. Prospective bidders must bid on all items to be considered for award.
EVALUATION FACTORS
Evaluation – Lowest Price Technically Acceptable
(a) The Government will award a contract resulting from this solicitation to the responsible proposal whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Within the continuum, the Government will employ a “Lowest Price Technically Acceptable FAR 15.101-2” analysis of cost or price and non-cost factors in evaluating the proposals submitted. Evaluation of technical factors shall be on an acceptable/unacceptable basis. All factors are required to achieve an acceptable rating to be considered technically acceptable.
The following factors shall be used to evaluate proposal:
Past Performance The past performance evaluation results is an assessment of the proposal’s probability of meeting the minimum past performance that pertain to the products and/or services outlined in the solicitation requirements. The Government may use Contractor Performance Assessment Reporting System (CPARS), information in the offeror’s proposal, and information obtained from other sources.

Rating Description
Acceptable Based on the proposal’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the proposal’s performance record is unknown.
Unacceptable Based on the proposal’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
Price The purpose of the price evaluation is to determine whether an offeror’s proposed prices for the service are realistic, complete and reflect an understanding of solicitation requirements, and to provide an assessment of the reasonableness of the proposed price. The Contracting Officer shall ultimately make any subsequent award to the proposal whose quote is determined to represent the Lowest Price Technically Acceptable.
Competing offerors' past performance history will be evaluated on a basis equal to price considerations.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful proposal within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
