About this file
This document is a justification and approval for a brand name procurement of secure containers for the 66th Military Intelligence Brigade. The procurement is for six self-contained 40-foot secure containers configured for either Identiv Velocity or Advantor ASN 6.2 security systems as required by Intelligence Community directives. The previous contract from 2018 that procured similar containers limited competition to those with the same brand name components. The justification cites that the U.S. Army Europe security infrastructure only supports Identiv Velocity and Advantor ASN 6.2 systems, so the containers must be compatible to ensure functionality. A solicitation was issued on August 20, 2020 with a response date of September 15, 2020 to procure the secure containers from this justification and approval.

Control No: RCOW-20-0017 Program/Equipment: Secure Containers for 66th MIB
Version – March 2017
FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items – Brand
Name Justification and Approval
1. Contracting Activity: 409th Contracting Support Brigade (CSB), Regional Contracting Office Wiesbaden (RCOW)
2. Description of Action: The 66th MIB requests a Firm-Fixed Price (FFP) contract for Intelligence Community Directive (ICD) compliant secure containers with security systems compatible with US Army Europe’s enterprise security systems, Advantor ASN
6.2 and Identiv Velocity. The Government projects award for September 2020 and fiscal year 2020 Operations and Maintenance Army (OMA) funds will be used.
An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).
This action includes like items to those procured under contract W912CM-18-P-0049.
That contract limited competition to containers with brand-name components under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR Part 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Paragraph, “Actions to Increase Competition” of the previous justification, stated:
“US Army Europe Sensitive Compartmentalized Information (SCI) facility, open storage and/or Special Access Program (SAP) facility alarm infrastructure only supports Identiv Velocity or Advantor ASN 6.2 compliant alarm system software, hardware, firmware and monitoring systems. The System of Systems (SoS) solution must comply with all Intelligence Community directives and guidelines associated with SCI and SAP facilities;
as well as, U.S. Army Europe physical security regulations, e.g., AE Regulation 190-13, dated 4 FEB 2014, specifies requirements for Electronic Entry/Access Control Systems (Chapter 6, Section 4) and Maintenance (Chapter 6, Section 6).”
Alternate alarm infrastructure, other than those already employed US Army Europe systems, will cause the Government to incur additional costs (see paragraph 5 below) associated with the necessary retrofit of the entire US Army Europe area of operations to this new alternate system or would call for the Government to provide double infrastructure and personnel support. Any change in US Army Europe standards will mandate a change and/or modification to any supported 66th MIB or USAREUR system.
No other system is compatible with the current overarching U.S. Army Europe central security systems, Identiv Velocity and Advantor Alarm systems. The U.S. Army Europe requires SCI or SAP security systems to be Identiv Velocity and Advantor Alarm system compliant so that U.S. Army Europe may monitor and provide security response.
There is not an approved open-protocol US Army security system option as of June 2020. Rather, multiple manufacturers use SoS platforms; for example, Advantor ASN 6.2 Suite for Networks (ASN) with compatible devices requiring specialized parts, service tools, and technician training. If multiple manufacturer hardware other than Identiv Velocity and Advantor ASN 6.2 -compatible devices were used for the critical mission infrastructure security and environment, the US Army could not quickly diagnose, repair, replace, and restore mission systems. The technical configuration, security, firmware and diversity would require multiple service technicians, special tools, and manufacturer-
Version – March 2017 specific running stock. The critical missions of 66th MIB in expeditionary locations require rapid restoration of services.
3. Description of Supplies/Services: Six (6) self-contained 40-foot (40’) secure containers. The containers shall be configured, fabricated, and shipped in accordance with Intelligence Community Directive (ICD) 705 Guidance. Two (2) containers shall be outfitted to operate with Identiv Velocity security systems and four (4) containers shall be outfitted to operate with Advantor ASN 6.2 security systems. Containers shall be International Standards Organization (ISO) certified and climate controlled to house information technology items.
4. Authority Cited: Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 (or 41 U.S.C. 1903 for Special Emergency Procurement) as implemented by FAR Subpart 13.5:
Unusual and compelling urgency Exclusive licensing agreements Industrial mobilization Other: Brand Name elements
5. Reason for Authority Cited:
As described at FAR 6.302-1(a)(2), when the supplies or services required by the agency are available only from one responsible source, or for DoD, NASA and the Coast Guard, from only one or a limited number of responsible sources, and no other types of supplies or services will satisfy agency requirements, full and open competition need not be provided for. As further described in FAR 6.302-1(c), an acquisition or portion of an acquisition that uses a brand-name description or other purchase description to specify a particular brand-name, product, or feature of a product, peculiar to one manufacturer does not provide for full and open competition, regardless of the number of sources solicited; and shall be justified and approved in accordance with FAR 6.303 and 6.304.
66th MlB requires six (6) self-contained 40' secure containers that meet ICD 705 (issued by the Office of the Director of National Intelligence, dated 26 May 2010), Technical Specifications, May 2014 Change 2, and all Telecommunications Electronics Material Protected from Emanating Spurious Transmissions (TEMPEST) requirements. The ICD establishes uniform Intelligence Community (IC) physical and technical security requirements and requires that all IC Sensitive Compartmented Information Facilities (SCIF) shall comply with those “uniform security requirements”.
TEMPEST requirements pertain to technical security countermeasures, standards, and instrumentation that prevent or minimize the exploitation of vulnerable data communication equipment by technical surveillance or eavesdropping, see AR 380- 27 Control of Compromising Emanations. Container access control and intrusion detection sensors, devices, and firmware must compatible with current US Army Europe operations, maintenance, and monitoring of alarm systems.
IC Technical Specification for ICD/ICS 705 establishes the physical security safeguards requirements and is available at:

Alarm Systems: Access control and intrusion detection systems must comply with ICD directives and technical specifications.
Cypher Locking System: Cypher lock system must comply with DoD Lock Program and approved products including FF-L-2890 and be compatible with Identiv Velocity and Advantor ASN 6.2 systems.
The vendor provided secure container system must integrate, communicate and operate with the 2020 US Army Europe enterprise security systems: Identiv Velocity and Advantor Alarm systems. The secure container systems must be compatible with, communicate seamlessly, and interface with US Army Europe’s enterprise Identiv Velocity and Advantor ASN security systems. No alternatives are available.
This technology is proprietary and is not compatible with other alarm systems. If an alternative was chosen, the amount of time required after delivery to retrofit the current infrastructure to work with that alternate brand item would cause the Government to incur substantial additional costs. To retrofit existing secure container systems in US Army Europe forward operating sites, the cost would exceed $ in parts and labor for the approximately fifteen USAREUR secure containers forward.
Forward retro-fit of existing secure containers would critically degrade secure mission operations, and requires approximately 1-2 weeks of downtime. Any downtime will severely degrade concurrent missions. In addition, delays to the initial deployment of the systems would threaten physical security, impeding the 66th MIB mission.
As stated above, all access control, intrusion detection components must be Identiv Velocity and Advantor ASN 6.2 compatible including software, hardware and firmware in order to:
i. Ensure compatibility with systems already in place.
ii. Avoid additional costs for testing and training.
iii. Avoid time delays when immediate reactions are required in order to ensure the physical security of the containers and the contents within them.
6. Efforts to Obtain Competition:
The Contracting Officer shall publish the notices in betaSAM as required by FAR
5.201 and any quotes received shall be considered.
a. Effective Competition: Effective competition will be achieved by publishing the requirement in betaSAM and evaluating all quotes received.
b. Subcontracting Competition: N/A
7. Actions to Increase Competition: The U.S Army Europe SCI/SAP facility’s current alarm infrastructure only supports Identiv Velocity and Advantor ASN 6.2 alarm system controllers and monitoring software systems in the area of operations. Periodically, US Army Europe does review, evaluate and program “replacement” systems. At that time, other vendors and/or SoS are considered. At the individual facility level, 66th MIB evaluates replacement parts on hand for immediate repair or updates to these existing systems. For future requirements, 66th MIB will continue to conduct extensive market research to identify potential resellers and potential compatible systems and equipment, for example locks contained on the DoD approved product list. When this take place, the Contracting Office will post a Request for Information (RFI) on betaSAM to notify potential vendors early in the acquisition process for future requirements.
8. Market Research: Market research was conducted by of 66th MIB in August 2019 and May 13, 2020. The following techniques were used –
a. Reviewed documentation in multiple military articles related to the items requested.
b. Researched other documents from other vendors. Contacted manufacturing companies and asked questions pertaining to possible build of the listed requirements in the Government’s product description.
c. Attended trade fairs, such as Tech EXPO held at Ramstein Air Force Base in February 2019, and discussed with multiple vendors about using commercial-off-the-shelf (COTS) products in the required environment. Most research was performed by using the internet. Information gathered included costs of all COTS items and estimates for labor and material costs required to build secure containers.
Previous purchases were also reviewed as references for costs and timelines.
In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 205.205-71, DFARS 206.302-1(d), DFARS 213.501(a)(i), and DFARS Procedures, Guidance and Information (PGI) 206.302-1(d), a Request for Information, PAN409-19-P- 0000-008552, was posted to FBO on 19 Aug 19. A justification was prepared and approved to support the Brand Name Only restriction of the solicitation that resulted in contract W912CM-18-P-0049. Included in that justification were the following actions to increase competition (paragraph 7): The secure containers’ alarm infrastructure only supports Identiv alarm system in the 66th MIB area of operations. For future requirements, 66th MIB will continue to conduct market research to identify potential resellers and potential compatible systems and equipment. The Contracting Office can post a Request for Information (RFI) on betaSAM to notify potential vendors early in the acquisition process.
Since the previous procurement, the Requiring Activity conducted market research and validated USAREUR requirements for brand name elements. U.S. Army Europe security systems added Identiv Velocity in 2019 and now supports two security systems:
Advantor ASN 6.2 and Identiv Velocity. The Contracting Office posted an RFI to FedBizOpps from 19-26 August 2020; see paragraph 8 above for details.
Since the previous acquisition of similar items, there have been no significant changes to the requirement, the method of procurement, applicable policy, or the commercial industry.
