Performance Work Statement (PWS)
Military Honors Bugler
Vision Statement
To provide bugling service to the Veterans interred at Willamette National Cemetery and around the state of Oregon.
1 Introduction
Provide bugling service for our veterans.
1.1 Mission
To provide the Playing of TAPs on a Bugle to our veterans at Willamette National Cemetery and when requested across the state of Oregon for Active Duty and high profile Deaths.
1.2 Background
The Military Funeral Honors program as it is today began in 2004 and is federally mandated by
Section 578 of Public Law of the National Defense Act of FY 2000 dtd Jan 1 2000. The program is equipped with mechanical bugles. Oregon has set a standard at Willamette National Cemetery and whenever possible provides live bugling service.
1.3 Scope
Bugler will play TAPS for up to 15 veterans a day. You will work with the Willamette Honors team and will be expected to maintain appearance whether in uniform or in a suit to be agreed upon by the program coordinator and the contractor prior to execution of contract.
2 General Requirements
You will be expected to play TAPS at Willamette National Cemetery 3 to 5 times a week based on amount of services and budget.
2.1 Non-Personal Services
The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Procuring Contracting Officer (PCO) immediately.
2.2 Business Relations
The contractor shall successfully integrate and organize all coordination and activity with the
NCOIC of the Willamette National Cemetery Funeral Honors Team. The contractor shall ensure customer satisfaction and professional and ethical behavior of all contractor personnel.
2.3 Contract Administration and Management
The following subsections specify requirements for contract, management, and personnel administration.
2.3.1 Contract
The contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement. The contractor must maintain continuity between the Military Funeral Honors Project Officer and their corporate office.
2.3.2 Contract Administration
The contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The contractor shall respond to Government requests for contractual actions in a timely fashion. The contractor shall have a single point of contact between the
Government and Contractor personnel assigned to support contracts or task orders. The contractor shall assign work effort and maintaining proper and accurate time keeping records of personnel assigned to work on the requirement.
2.3.3 Personnel Administration
Not applicable
2.4 Subcontract Management
The contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The prime contractor will manage work distribution to ensure there are no Organizational Conflict of Interest (OCI) considerations. Contractors may add subcontractors to their team after notification to the Procuring Contracting Officer (PCO) or
Contracting Officer Representative (COR). Cross teaming may or may not be permitted.
2.5 Contractor Personnel, Disciplines, and Specialties - Reserved
The contractor shall accomplish the assigned work as defined in the scope by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience as applicable. The contractor shall match personnel skills to the work or task with a minimum of under/over employment of resources. The Contractor shall provide the necessary resources and infrastructure to manage, perform, and administer the contract.
2.6 Location and Hours of Work
Accomplishment of the results contained in this PWS requires work at Willamette National
Cemetery and at various contractor, subcontractor, and private cemeteries. Normal workdays are
Monday through Friday except US Federal Holidays. Workers typically work eight 5 to 8 hours per day, 40 hours per week. Exceptions to the work week will include KIA and high profile funerals and will be coordinated with the contractor at least 24 hours prior to service.
2.7 Travel / Temporary Duty (TDY)
Travel will be paid in accordance with the JFTR.
3 Performance Requirements
The following section specifies the Performance Objectives and Performance Elements for the contract.
3.1 The contractor shall coordinate with the Willamette National Cemetery staff for a weekly schedule of services.
Standard (STD): Method of coordination to be determined.
Acceptable Quality Level (AQL): Timing of coordination to be determined.
3.2 Provide bugler service for veterans at Willamette National Cemetery.
STD: Be present at the service at location.
AQL: Coordinate with appropriate personnel (ORARNG Funeral Honors or Willamette
Cemetery) and be present 15 minutes prior to the first scheduled service of the day at the service location and five minutes prior to additional services of the day. The State Coordinator may excuse the bugler from the dictated time due to constraints between services.
STD: Wear appropriate attire (uniform or civilian attire).
AQL: Contractor is authorized to wear a Military Uniform; however it must conform to their service wear and appearance regulation(s). If wearing the Army uniform, wear must be in accordance with AR 670-1. All other branches will wear their uniform in accordance with their uniform regulation. Contractor is authorized to wear business attire. Attire (uniform or business attire) shall be clean, pressed (if applicable) and fit properly.
STD: Provide functioning bugle or trumpet.
AQL: Bugle or trumpet shall be in working condition and have a clean and polished appearance.
STD: Service is conducted in accordance with coordinated placement and cues.
AQL: Coordinate and execute placement and cues.
3.3 Provide bugler service around the State of Oregon when requested.
STD: Be present at the service at location.
AQL: For funerals not located at Willamette National Cemetery the contractor shall bugle for the veteran and be at the appointed location 45 minutes prior to the service for bugling.
STD: Wear appropriate attire (uniform or civilian attire).
AQL: Contractor is authorized to wear a Military Uniform; however it must conform to their service wear and appearance regulation(s). If wearing the Army uniform, wear must be in accordance with AR 670-1. All other branches will wear their uniform in accordance with their uniform regulation. 3.4 Contractor shall bugle for the veteran.
Std: Will effectively and accurately play “Taps” on the bugle or trumpet in the Key of B Flat.
AQL: Accurately plays “Taps” at a level that everyone can hear.
