Mathematical Technical Support
Statement of Work
1.0. DESCRIPTION OF SERVICES. This Statement of Work (SOW) provides the need for its primary focus of Advisory and Assistance Services (A&AS) for the Coast Guard
Academy Academic division core and service courses, providing general mathematical tutoring and supporting mathematics, as well as Operations Research and Computer
Analysis (ORCA) major courses. The United States Coast Guard Academy (USCGA) meets the needs of the Coast Guard by graduating leaders of character who can function as technically competent professionals. The Mathematics Department offers numerous core curriculum courses covering fundamentals of mathematical reasoning and analysis. In addition, the Department offers ORCA courses for its majors, which focuses on enabling its graduates to conceptualize and describe reality using the tools of mathematics and statistics, analyze possible models and solutions, use appropriate computer technology, apply these skills to specific Coast Guard problems, and effectively communicate solutions.
To accommodate the many students enrolled in Mathematics courses each semester, the
Department opened the Math Learning Center (MLC) in the Spring of 2016. The MLC is a physical and virtual space for students to deepen their understanding in their math courses through collaborative learning with classmates, as well as individualized instruction from faculty members. There is a need for mathematics technical support in the MLC.
1.0.1. Depending on chosen major, cadets are required to successfully complete some subset of the following math courses: Foundation for Calculus, Calculus I, Calculus II, Multivariable Calculus, Differential Equations, Linear Algebra, Probability and Statistics, and Advanced Engineering Math. Additionally, ORCA majors take upper level math and computing courses including Discrete
Mathematics, Linear Optimization, Computer Modeling Languages, Information
Systems, Probability Theory, and more.
1.0.2. To serve the large number of students taught in the Department, the MLC is open throughout the day, often with at least one faculty member present. While students are still encouraged to see their Instructor for help, the MLC has provided supplemental ability to assist our students. The MLC gives students access to support outside of the classroom, even if openings in their schedules do not align with their Instructor’s. Over 10,000 hours were logged in the MLC over the past 7 semesters.
1.0.3. Having someone with expertise in mathematics, statistics, and/or computing, whose main objective is to assist in the MLC will support cadet learning and ease faculty workload.
1.0.4. In response to the Covid-19 national emergency, Coast Guard Academy faculty and students have been required to conduct remote learning until conditions permit otherwise. The MLC has provided tutoring and support through the use of original online mathematical video content and online tutoring services using compliant video conferencing software such as Microsoft Teams.
1.1. Scope. The Coast Guard Academy has a need for contracted support with both
Advisory and Assistance Services (A&AS). The A&AS will be required to support the
USCGA Math Learning Center for a total number of 800 contractor hours in support of student learning during the Academic Year (Base Period: September 1, 2020 –August 31, 2021.) The total number of contract hours may be expanded based on academic need and funding ability; as a data point this past year the contract covered 1,600 hours. The A&AS will meet with cadets in the Math Learning Center Monday-Friday during normal working hours (0730-1600), and occasionally after hours, according to an agreed upon schedule between the A&AS and the Contracting Officer’s Representative (COR) to best utilize the
800 contractor hours of service. If the Coast Guard Academy is observing workplace safety protocols to mitigate the spread of virus, up to 100% of work may be conducted remotely.
However, when CGA workplace safety protocols permit, ,we require the A&AS to be able to commute to the Coast Guard Academy in order to provide in person support during the
Period of Performance based on negotiation with the COR. The A&AS may also claim hours for time spent producing original mathematical learning content, if requested to do so, in support of 1.2.1.1. The A&AS must be able to provide services, if requested to do so, in a remote environment to include creating supplemental video content and providing synchronous online tutoring. The A&AS should assist students in understanding course concepts, completing assignments, and preparing for quizzes and exams. When not working with students, assistance efforts should be directed towards developing learning or assessment tools in collaboration with faculty. Course coordinators and instructors will communicate with the A&AS regularly to relay course objectives and provide assignment details. The A&AS will have access to course materials including syllabi, textbooks, and relevant software. The A&AS shall inform instructors of any concerns seen in the MLC including students he/she believes are not demonstrating improvement or understanding.
1.2. Requirements. This SOW defines having a recognized technical expert (i.e. someone who possesses a Bachelor’s Degree, Master’s Degree or Ph.D., in Mathematics, Operations
Research, Statistics, or closely related discipline) to work closely with cadets, which would provide significant margin of excellence to our Mathematics faculty/cadet initiatives. The
Contractor should have experience in teaching and working with faculty and students in higher education and must be able to communicate clearly and concisely. It is our vision that the A&AS would schedule onsite and remote support at USCGA to best support the academic success of students, while working closely with our faculty and cadets. Due to the rapidly evolving national landscape, the ultimate decision on workplace location (on site or remote) is to be negotiated with the COR based on CDC safety guidelines and needs of USCGA. In rendering the foregoing services, outputs will take the form of tutoring, training, and mentoring and sometimes assessment products to compliment the USCGA technical expertise in accomplishing its mission.
1.2.1. The required support for A&AS will fall into the following categories:
Mathematics with operational and professional services.
1.2.1.1. Mathematics Services
The Contractor shall perform Mathematics services in support of the Coast
Guard Academy Department of Mathematics. These services provide support, assistance, advice, and/or training for the efficient and effective management of subject courses and projects. The Contractor shall assist in tutoring students in the following areas:

1.2.1.1.2. Calculus I
1.2.1. 1.3. Calculus II
1.2.1.1.4. Multivariable Calculus
1.2.1.1.5. Probability & Statistics
1.2.1.1.6. Differential Equations
1.2.1.1.7. Computer Programming (Python)
1.2.1.1.8. Statistical Computing (R)
1.2.1.1.9. Microsoft Excel and Access
1.2.1.1.10. Linear Algebra
1.2.1.1.11. Linear Optimization
1.2.1.1.12. Discrete Mathematics
We require that the A&AS be able to provide technical expertise listed in 1.2.1.1.1 –
1.2.1.1.5. We desire that the A&AS be able to provide technical expertise listed in 1.2.1.1.6
– 1.2.1.1.12.
1.3. Quality Control Plan. Establish a process (quality control program) to provide an accurate assessment of performance in all areas of the contract. Implement a quality control program with the COR.
1.3.1. The COR shall be responsible for all Government technical interface concerning this contract, monitoring contract performance.
1.3.1.1. Have sufficient well-defined responsibility, authority, and the organizational freedom to identify and evaluate quality problems in order to initiate, recommend, and/or provide solutions.
1.3.1.2. Maintain adequate records to support the conformance to the requirements and effective operation of the quality program.
1.3.1.3. Ensure timely and effective corrective action is obtained for all deficiencies identified by the Contractor or by the Government. All deficiency responses shall include the cause of the deficiency to preclude recurrence and an analysis of the quality program’s effectiveness in the area of the deficiency.
1.3.2. The Contractor shall be responsible for overall responsiveness, cost control, adherence to schedules, technical quality of work, management of contractor’s efforts, and commitment to customer satisfaction.
1.4 The base contract period will cover the 2019-2020 Academic Year, with four option periods to cover the subsequent Academic Years.
1.4.1. Base Period: September 1, 2020 – August 31, 2021.
1.4.2. Option Year One: September 1, 2021 – August 31, 2022.
1.4.3. Option Year Two: September 1, 2022 – August 31, 2023.
1.4.4. Option Year Three: September 1, 2023 – August 31, 2024.
1.4.5. Option Year Four: September 1, 2024 – August 31, 2025.
2.0. GOVERNMENT FURNISHED PROPERTY AND SERVICES
When the Contractor works at the USCGA facility, the USCGA may furnish or make available working space, furniture, information technology equipment, utilities, and everyday office supplies reasonably required to perform set duties. The Contractor may only bring government furnished property to their personal residence with permission from the Property Custodian. The COR may stipulate which information technology resources must be or may not be used for tutoring. All material will remain the property of the
USCGA and will be returned after the completion of performance or contract termination.
3.0. GENERAL INFORMATION
3.1. Supervision of Employees
The Government shall not supervise or otherwise direct contractor employees. The
Contractor shall not supervise or otherwise direct government employees, nor shall the
Contractor supervise employees of the other contractors outside the Contractors’ own subcontracting/teaming arrangements.
3.2. Place of Performance
Unless otherwise specified, the primary place of performance will be at the U.S. Coast
Guard Academy (Satterlee Hall), 15 Mohegan Avenue, New London, CT 06320. The primary place of performance may be shifted with approval from the COR.
3.3. Days and Hours of Operation
When working on the Coast Guard Academy the normal duty hours are 0730-1600, Monday through Friday, unless otherwise specified. Circumstances may require the
Contractor to provide services outside normal duty hours; this may be negotiated with the
COR.
3.4. Legal Holidays
The Federal Government observes the following holidays:

3.5. Government Rights
The Government reserves the right to reject contracted personnel at any time during the duration of the contract if they are deemed not to have the level of competence or abilities, and for any reason found unsuitable for work required under the contract.
