I. Introduction

The City of Nashua is soliciting letters of interest and qualification statements for the provision of Professional Engineering services from an engineering consultant (EC) for assistance in conducting a pilot treatment/removal program for per- and poly-fluorinated alkyl substances (PFAS) from landfill leachate at the City of Nashua Four Hills Landfill. The selected EC will conduct pilot project design, assist in selecting a pilot treatment technology and overseeing a PFAS/leachate pilot treatment vendor, provide ancillary engineering services related to solid waste and air emissions permitting, assist in reviewing and analyzing the pilot test operations and analytical data, assist in selecting one or more on- or off-site PFAS-concentrate destruction options, and complete preliminary full-scale treatment system design as warranted based upon the results of the pilot testing. The EC and their subconsultants must be able to perform, including but not limited to, every element of the Required Services and Scope of Services outlined below. The purpose of this Request for Qualifications (RFQ) is to solicit interest from qualified engineering firms from which a short list will be generated for further consideration and deliberation. The EC shall be listed on the NHDES “Water Division – Wastewater Engineering Bureau, Roster of Pre-Qualified Licensed Engineering Firms” to be considered for this project.

II. Background

The City of Nashua, Division of Public Works, Solid Waste Department operates the lined Phase I/II/III Secure Expansion Landfill, also known as the Four Hills Landfill, under New Hampshire Department of Environmental Services (NHDES) Solid Waste Permit #DES-SW-SP-95-002. The lined landfill produces an average of approximately 1,500,000 gallons per month of leachate that is collected and conveyed (currently without pre-treatment) to the City of Nashua Waste Water Treatment Plant (WWTP) under and Industrial Discharge Permit I-201. The Nashua WWTP discharges to the Merrimack River under federal NPDES permit NH0100170.

Request for Qualifications

Municipal solid waste (MSW), construction and demolition debris (C&D), asbestos waste, and wastewater sludge/grit from the City of Nashua have been disposed of at the Four Hills facility since 1971. The landfills at the facility include:

• a closed, 11-acre C&D debris landfill;

• a closed, 65-acre MSW landfill; and

• a 33.5-acre, double-lined, operating landfill (Phase I/II/III Secure Expansion Landfill).

The C&D landfill was closed in 1998 and the MSW landfill was closed in 2003. Both closed landfills are unlined, have HDPE geomembrane capping systems, and do not have leachate collection systems. The lined Phase I landfill began operation in 2003 with waste filling commencing in the Phase II landfill in 2009 and Phase III in 2020.

Primary and secondary leachate from the lined landfill is collected on the liner systems and conveyed via gravity to an on-site outfall, which is connected to the Nashua municipal sewer system. Primary and secondary leachate collected in the Phase I/II landfill drains out of the landfill via gravity flow. Primary and secondary leachate collected in the Phase III landfill drains into liner sumps and is pumped out of this phase of the landfill. Primary and secondary leachate from all three phases of the landfill are combined into a single flow prior to discharge from the facility to the Nashua Wastewater Treatment Plant (WWTP).

Maximum leachate flow to the sewer is limited to 200 gpm by the facility’s industrial wastewater discharge permit; typical leachate flow rates are less than 50 gpm. Additional information regarding leachate flow rates and analytical testing of leachate are summarized in Quarterly Operations Reports filed with the NHDES; the Second Quarter Operations Report is presented in the RFQ documents (Appendix A). A summary of PFAS testing in the landfill leachate is provided in the table below along with recorded average leachate flow rates on the date of sampling.

The USEPA has issued guidance documents identifying landfills, and landfill leachate in particular, as known point sources of PFAS to the environment. An internal screening study performed by the City indicated that the Four Hills Landfill may contribute 30% to 70% of the total PFAS mass flux into the WWTP, depending on landfill leachate flow rates and flow rates in the sewer system at the time of sampling. The USEPA is requiring waste water influent, effluent, and biosolids testing for PFAS in all new NPDES permits for EPA-Region 1 with a request for “report only” of the data. NPDES effluent limits or industry pre-treatment standards for PFAS have not yet been set, but are likely forthcoming in the near future. Therefore, the City realizes the importance of working toward identifying a cost-effective solution to remove PFAS from the leachate to reduce the PFAS load at the WWTP.

Nashua applied for and received a subsided loan of $865,000 from the NHDES Clean Water State Revolving Fund (CWSRF) Emerging Contaminants Project program to complete a PFAS removal and a PFAS foam-concentrate destruction/sequestration pilot test. A copy of Nashua’s “Pre-Application” package requesting the Emerging Contaminants loan funding is presented in the RFQ documents (Appendix B).

III. Project Description and Goal

The EC shall assist the Nashua Solid Waste Department in designing and implementing the PFAS treatment pilot test and will engineer required solid waste permit applications and air permit applications, as needed to implement the project. The EC will take the lead on preparation of engineering submittals and design documents and will provide focused construction quality control oversight as required by solid waste regulations for certain project aspects, and may also serve in an advisory capacity on other aspects of the project. The goal of the project is to identify a PFAS treatment technology that can effectively remove PFAS from the Four Hills landfill leachate to reduce the PFAS load to the City’s WWTP, while also identifying a cost-effective option for disposal or destruction of PFAS-concentrate removed by the treatment process.
