Request for Information Air and Breathing Air Compressor Systems Preventive Maintenance Services
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE.
This Sources Sought Notice is a Request for Information for the purpose of conducting market research to provide data for planning purposes only. This Sources Sought Notice shall not be construed as a solicitation or an obligation on part of the 911th Airlift Wing, Pittsburgh Air Reserve Station (ARS), PA.
The 911 Contracting Flight is conducting market research to determine the availability, interest and capability of potential sources qualified and able to compete for a contract to perform Air and Breathing Air Compressor Systems Preventive Maintenance at Pittsburgh ARS, PA. The information in this notice is based on the best and most current information available to date. The information is subject to change and is not binding to the government. Updated information will be provided in future announcements and posted electronically on the Sam.gov. The government shall not reimburse the costs of preparing responses to this sources sought notice/request for information.
Air and Breathing Air Compressor Systems Preventive Maintenance services shall provide all labor, transportation, supervision, tools, materials, equipment, and management efforts necessary to provide preventive maintenance, inspections, service and repair of air compressors at Pittsburgh ARS, Pennsylvania.
The 911 Contracting Flight intends to issue a request for quote (RFQ) on or about Feb 15, 2023. The estimated contract period including all options is 1 March 2023 through 29 Feb 2028 with four 12 month- option periods. The NAICS code for this requirement is 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic). The small business size standard is $12.5M.
The government requests interested parties to submit a brief statement of current capability to perform these services in the letter of interest. Interested and qualified sources should provide the following information: (1) company name, point of contact, email address, telephone number, fax number, type of business and size (i.e. small, SBA, section 8(a), historically underutilized business zones (HUBZone), woman owned (WOSB), and/or service disabled veteran owned (SDVOSB) etc; (2) a list of your most recent and relevant DoD and/or commercial contracts (not to exceed 10) to include a brief description names, POCs, phone numbers, value and type of contract, and period of performance; (3) information about your company and why you think you can perform these services; and (4) request for industry comment on the draft performance work statement:
a) Please note any major differences in the government's requirement and similar requirements in the commercial marketplace.
b.) Please identify any portions of the DRAFT PWS that, as written, are too restrictive or prohibit the flexibility to perform according to your established practices and why.
c.) Identify any requirement that will drive up costs and/or risks to performance in meeting our For Planning Purposes Only mission.
d.) Do the references instructions and other publications conflict with established commercial practices? Provide any comments you may have as to standard commercial practices for procuring similar services in the commercial marketplace.
Depending upon the response to this notice and the market research, the 911 Contracting Flight may limit the competition to a specific category of small business at the exclusion of all other potential business concerns. This announcement serves as the first step for the 911 Contracting Flight to determine the viability of setting aside the procurement of Air and Breathing Air Compressor Systems Preventive Maintenance services for competition solely within or among certain small businesses in selected categories. This is a sources sought notice/request for information only; no solicitation exists or is available at this time.

This announcement shall not be construed as a commitment by the government to issue a solicitation or ultimately award a contract. Potentially interested parties are responsible for monitoring the SAM.gov site for the release of the solicitation package as well as downloading their own copy of the solicitation and amendments, as applicable.
