Subject to FAR Clause 52.215-3, entitled "Solicitation for Information of Planning Purpose," this announcement constitutes a Sources Sought notice for information and planning purposes for qualified and experienced sources to provide industrial size, relocatable storage shelters for Naval Supply Systems

Command Weapons Support Systems (WSS) facilities at the Marine Corps Logistics Base Yermo Annex in Barstow, California, and the Cheatham Annex in Williamsburg, Virginia.

The structures are required to comply with Berry Amendment standards and regulations, to incorporate into the existing fleet and land area/configuration restrictions, and must be able to be relocated using existing material handling equipment and trained operators.

This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. It is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. The Government plans to procure these services as a Commercial Item as defined in FAR 2.101.

Delivery Information (Site Locations)

Marine Corps Logistics Base Yermo Annex, located in Barstow, California;

Yorktown Naval Weapons Station WSS Cheatham Annex, located in Williamsburg, Virginia.

NAICS Code

The NAICS Code for this requirement is 332311, Prefabricated Metal Building and Component

Manufacturing, with a Small Business size standard of 750 employees.

Delivery and installation of all items shall be provided by the vendor as a turnkey effort under one firm fixed price action including shipping, delivery, labor, and equipment. The proposed procurement is a single award, Firm Fixed Price (FFP) contract. The Firm Fixed Pricing of this requirement will be based on the successful vendor’s all-inclusive quotation.

Reponses to this Sources Sought request should reference N00189-21-Q-0404 and shall be submitted electronically to Catherine Foster at catherine.foster@navy.mil phone: (757) 443-1371 by 11:00 am PCT on 19 August 2021. Responses shall include the following information in this format: 1. Company name, address, POC name, phone number, fax number and email. 2. Contractor and Government Entity (CAGE

Code). 3. Size of business under NAICS 332311 - Large Business, Small Business, Small Disadvantaged, 8(a), Hubzone, Woman-owned and/or Veteran-owned. 4. If the supplies can be solicited from a GSA vehicle, provide the applicable contract number. 5. Relevant past performance on same/similar requirement dating back 3 years (completed within past three years) and your company’s capacity to provide the required items and services. 6. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition as specified in the attachments. Standard company brochures will not be reviewed. Submissions are not to exceed five (5) standard typewritten pages. All technical questions and inquiries maybe submitted within the response. 7. Also, indicate if your company can be a prime contractor for this effort or, if not, whether your company can be a subcontractor. An item list is posted as Attachment 1 in this notice for your reference.
