SPECIFICATIONS and STATEMENT OF WORK

Specifications

Rotor and Shaft Covered Tent Procurement

1 Scope. These specifications will cover the procurement, shipping, delivery and installation for covered tent structures that will provide basic weather protection for Navy rotor and shaft assets that are stored in outside locations.

1.1 Background. Navy propulsion equipment assets have historically been difficult to transport and store because of their unique size and weight requirements. Ideally, propulsion equipment should be stored indoors, but this is not possible due to the size constraints of the handling equipment (MHE) necessary to move the items. As a result , rotors and shafts are stored outside and need to be placed underneath covered structures to provide protection from the elements. The purpose of these specifications is to procure the cover structures that will be used for this task.

2 Applicable Documents .

2.1 Department of Defense specifications.

3 Requirements.

3.1 General. The contractor shall provide, deliver, and erect upon delivery, one (I) tent structure that will be used to house a rotor asset and five (5) tent structures that will be used to house shaft assets located at

Barstow, CA. The contractor shall also provide, deliver, and erect upon delivery, four (4) tent structures that will be used to house shaft assets located at Cheatham Annex in Williamsburg, VA.

3.1.1 Weather Performance. The tents shall be expected to withstand weather conditions normally experienced at the Barstow and Cheatham Annex locations. It should be noted that hurricane conditions are an occasional occurrence at Cheatham Annex and winds in excess of l 00mph are not uncommon in Barstow.

The tents will need to withstand l 00mph winds for 3 seconds from any direction, over the end or side surface of the tent perpendicular to the direction of the wind without sustaining dama ge, which prevents the tent from being taken down and set up again. This requirement applies to conditions where the ratchet strap system is anchored to the rotor or shaft in a way that elirninates the possibility of the straps coming loose.

3.1.2 Durability. The tents shall have a life cycle of 10 years before requiring refurbishment or cover replacement. Any structural components or framing shall resist corrosion, be maintenance free, and sufficiently ruggedized to withstand the identified weather performance in 3.1.1. Additionally, the tent cover must have the ability to be patched in the event of premature tears or wearing.

3.1.3 Tent Types. Two different tent types are needed to house rotors and shafts respectively.

3.1.3.1 Rotor Tents. Rotor assets are cylindrically shaped masses of metal with a rectangular metal support structure. In order to cover these assets, an elongated tent type structure will be necessary. The frame structure shall be desigued such that water and sand will not collect or pool anywhere on the exterior.

3.1.3.1.1 Sizing. The rotor tent shall consist of a single size with the following requirements. The outside tent dimensions will be 31.5' long x 32' wide x 12 ' center height (and 7' sidewall height), with an 18" galvanized tubular steel sidewall frame /truss design.

3.1.3.2 Shaft Tents. Shaft assets are long, cylindrically shaped masses of metal. They are normally stored in a tent type structure with a basic rectangular footprint. In order to cover these assets, an elongated tent type structure will be necessary. The frame structure shall be designed such that water and sand will not collect or pool anywhere on the exterior.

3.1.3.2.1 Sizing. The shaft tent shall consist of a single size with the following requirements. The outside tent dimensions will be 77' long x 18' wide x 10' center height (and 7' sidewall height), with an 18" galvanized tubular steel sidewall frame /truss design. Due to the long length, the tent will consist of two sections, one 48' in length and the other 29' in length, for ease in lifting & handling, and will include a cover/barrier over the center joint to prevent egress of weather elements.

3.1.4 Cover Material. The tent cover material shall be a white translucent, high strength; minimum 18 ounce per square yard PVC coated polyester fabric that is flame retardant. Translucence shall be sufficient to allow a visual inspection of the asset inside the tent during daylight hours. The cover material shall resist dry rot, fungus, and mildew encountered in wet and tropical climates. The cover shall be attached to the tent structure such that it will withstand high wind conditions as indicated in 3.1.1.

3.1.5 Tent Entrance. There shall be two (2) personnel doors with window and push panic hardware. They shall be located on the flat sides/end walls of the tent, be at least 5' high and easy to open while maintaining robust environmental protection. Any closing mechanisms shall last for 10 years before requiring replacement or maintenance .

3.1.6 Lifting Capability. The tent shall be liftable via a single crane. Sufficient sling points or eyebolts shall be included in the design and no specialized tools shall be required for a lifting evolution. Any special slinging instructions shall be indicated either somewhere on the interior tent cover or provided in an instruction manual that is to be kept mounted in the tent at all times inside a waterproof pouch.

3.1.6.1 Additional Crane Lift Package. Shelters shall be built with a crane lifting package for ease of movement by the end user; this package will allow the shelters to be crane lifted. Specific sling points, eyebolts, and /or lifting apparatus shall be included as part of the tent design to facilitate the lifting process. The crane lift package shall be included for each structure.

3.1.7 Hardware. All hardware should be secured in place with some form of locking mechanism. This could be in the form of double nutting, lock washer, nylon-insert lock nut or some form of non-permanent thread lock material.

3.1.8 Ancho ring. The tent structure shall be directly anchored to the rotor and shaft assets via some type of ratcheting strap system provided by the contractor. This anchoring system shall take a single employee no more than 30 minutes to install or uninstall. No specialized tools (other than the ratchet strap device) shall be necessary for installation and uninstallation actions. A sufficient number of straps and strap points shall be identified to ensure wind-loading resistances are met. Anchoring instructions shall be indicated either somewhere on the interior tent cover or provided in an instruction manual that is to be kept mounted in the tent at all times inside a waterproof pouch.

3.1.9 Tent Marking. Tents shall include a space, placard, or pouch on the outside of the tent designated for identification markings. The markings shall be clearly visible and resistant to weathering. Additionally, as these markings will be used to identify what is housed within the tent, there shall be some way to renew or alter the markings when the contents are changed or altered.

3.2 Detail Tasks. Tasks requiring additional consideration on the part of the contractor.

3.2.1 Tent Installation. The contractor shall setup and install each tent at the time of delivery at the direction of the Barstow or Cheatham Annex NAVSEA/NAVSUP WSS Site Representative. The contractor shall coordinate tent installation details with the NAVSEA/NAVSUP WSS site representative and supply any MHE required for installation.
