About this file

This document is a sole source justification for a firm-fixed-price contract between the Naval Supply Systems Command Fleet Logistics Center Puget Sound and Rix Industries. The contract is for 5,000 hour maintenance on low pressure air compressors onboard a Navy vessel at the Ship Repair Facility Japan Regional Maintenance Center in Yokosuka, Japan from April 1, 2023 through May 15, 2023. The total value is redacted. Rix Industries is justified as the sole source as they are the original equipment manufacturer and proprietor of the technical documentation and programming required to perform internal adjustments and certification of the programmable logic controllers in the equipment. Prior market research found no other viable sources through the Unicor, AbilityOne, or SAM.gov websites. Future plans do not include competition for these types of supplies at this time unless another potential source emerges.

b. Reason for Authority Cited:

The LPAC units onboard this Navy vessel contain Programmable Logic Controllers (PLC's) that can only be programmed and internally adjusted by RIX Industries per Technical Manual S6220- EU-MMA-010 Revision 11, Table 7-3 LPAC parts list. Technical manual only provides guidance for hard resets and basic programming to manufacturer settings. Anything outside of manufacturer settings requires RIX Industries. Further, the Technical Manual does not support any internal adjustments as there are no drawings and specs on the internal modules and chips.

During the contractor's operational test the PLC may require programming or adjustments to the internal modules and chips. The operational test cannot be completed without PLC functioning properly. The contractor will not be able to certify the units and their work as complete unless the operational test is satisfactorily completed. SRF is not able to provide required documents (drawing, technical publication) and support to other vendors.

This requirement for RIX 5,000 hour maintenance of the LPAC units was tasked by COMPACFLT Type Commander (TYCOM) for accomplishment during the ship’s availability.

The ship will need two of its three LPACS fully functional to meet minimum operational requirement. Delay on the LPACS repair could significantly impact availability duration and ship underway schedule.

5. Efforts to Obtain Competition:

A search of both the Unicor and AbilityOne websites using the search phrase “Low Pressure Air Compressor” was conducted on 12 October 2022. Neither site produced any viable results. A sources sought was posted to SAM.gov on 07 October 2022. No responses were submitted to the sources sought.

6. Actions to Increase Competition:

The Contracting Officer will publish the notices required by FAR 5.201.

7. Market Research:

These exact supplies have been procured previously under contracts N0040622C0020 and N0040622C0030 as commercial. For that reason in accordance with DFARS 212.102(a)(ii)(B)(2) these supplies are determined commercial.

8. Actions to Remove Barriers to Future Competition

For the reasons set forth in Paragraph 5, Fleet Logistics Center Puget Sound (FLC PS) has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, FLC PS will assess whether competition for future requirements is feasible.

9. Any Other facts supporting the use of other than full and open competition.
