About this file

This is a Brand Name Justification document from U.S. Customs and Border Protection (CBP) for procuring 10 BORTAC Breaching Rollout Kits for the Special Operations Group's Border Patrol Tactical Unit (BORTAC). The document justifies a brand name procurement for Level 2 Energetic Breaching equipment, emphasizing the critical need for highly specialized, field-tested equipment that meets the exacting requirements of BORTAC agents. The procurement is being conducted under the Multiple-Award Schedule Program, with CBP intending to post the requirement on e-Buy and limit sources solicited pursuant to FAR Part 13.501(a).

The justification highlights that procuring an alternative product would require additional testing, extend training requirements, and potentially limit operational capabilities. The Rollout Kit has been developed through extensive research and field use, with continuous evolution based on technological improvements and operational needs. The document stresses the importance of providing personnel with familiar, proven equipment to ensure officer safety and maintain the highest standards of performance during breaching operations.

Brand Name Justification For orders or BPAs above the micro-purchase threshold but not exceeding the SAT

Version 1.0 September 2016

Procuring a different product would dictate additional testing and evaluation to verify capabilities of products and further extend training requirements to become proficient for Level 2 Energetic Breaching BORTAC’s personnel, limiting BORTAC’s operational capabilities for an undetermined amount of time, thus making it an unwanted and unforeseen additional cost.

An exact match of the product will ensure a high-quality product that has been highly recommended, field tested and approved through current SOPs by Level 2 Energetic Breaching Subject Matter Experts, both during training as well as during operations.

The exacting requirements of a BORTAC Level 2 Energetic Breacher requires highly specialized, proven, and uncompromised quality in the items utilized to both construct and detonate breaching charges while providing the highest standard of safety and success.

5. CBP intends to post this requirement on e-Buy pursuant to FAR 13.501(a).

See next page for Attachment Details.
