Berths and Related Furnishings (BB Notes Dated 2-3-2020)

LIGHT WEIGHT MODULAR BERTHS AND COMPONENT SUBASSEMBLIES

AND RELATED FURNISHINGS

01 GENERAL, ALL ITEMS

A. All items shall be in accordance with the requirements herein and additionally in accordance with procurement specifications cited in line items such as LI Notes. This document takes precedence where there are conflicts. Procurement Specification Notes are posted at https://www.mscorphab.com/ under Habitability Drawings Library, General Information.

B. Light Weight Modular Berth Units and components, anything addressed by Light Weight Modular Berth Procurement Specification Dated 12/1/2014 or citing 804-5959312, shall be made in accordance with the Light Weight Modular Berth Procurement Specification Dated 12/1/2014 which is posted at https://www.mscorphab.com/ under Habitability Drawings Library, General Information, Procurement Specification Notes.

C. In lieu of the contacts cited in the Procurement Specification, the technical point of contact for all submittals and approvals is MARMC Code 352, Bill Foley, (757)396-1882 or (757)395-7530, e-mail william.foley@navy.mil. Any deviations must be submitted for approval specific to the applicable solicitation or contract. A copy of all contracts or orders shall be emailed to william.foley@navy.mil within 2 work days of award.

D. Submittal dates and milestones for documentation must be sooner than the schedule cited in the LWMB Procurement Specification and shall be moved up as needed to suit required material delivery dates. Production consistent with prior approvals under contracts N00189-15-D-0003, - 0004 or -0005 is acceptable without additional submittals. From a technical and dimensional perspective Revision B of Type Drawing 804-5959312 continues to be applicable. The 19”, 21” and 24” spacing berths were authorized by Revision C, however, Revision C did not add specific details or dimensions for these new configurations, so manufacturing continues per Revision B and the Procurement Specification as cited by these Notes. The terminology of Special Berths such as SB33T1 is no longer significant now that the prior IDIQ contracts expired, and now for example B33T1 is the same as and replaces SB33T1. If a Find Number includes the ID No.

Code such as T1, T2, T4, T5, T6, T7, T8 or T9, include on the crate and packing slip marking the cross reference such as B33T1 = SB33T1.

E. The Light Weight Modular Berth Procurement Specification is the Statement of Work through Packaging and Marking, and detail descriptions for the component Subassemblies.

F. Shock Qualification and submittals for Shock Qualification only apply to solicitations or contracts which include berth units with the extension letter W in the Berth ID or Find Number, and/or subassemblies or berths or other furnishings which are otherwise called out by the line item as requiring shock. Documentation of shock qualification shall be included with any quotes or proposals. If detail ordering data for a new shock testing case is not called out by Light Weight Modular Berth Procurement Specification or LI Notes, the vendor shall propose specifics as part of their quotes or proposals. All shock related information is subject to approval specific for this contract or order.

G. BERTH LIGHTS are now separately ordered through other vehicles.

H. All Head Boards and Foot Boards shall have a permanent label including Manufacturer and Find Number located top center inside. All Berth Lockers shall have a permanent label including Manufacturer and Find Number located inside the right-hand end. These labels shall additionally be in accordance with MIL-PRF-32308. kickout shall be the red reflective sticker MALPASS Part No. DBC-KOP-STK-DNP, which is in lieu of “DO NOT PAINT” aluminum labels.

I. The front of all Berth Locker Lids and Pans shall be drilled and 100 degree countersunk for the 6 holes for installing Lee Straps, even if the order does not include Lee Straps. Lee Strap kit fasteners are to include Flat Head Machine Screws and Acorn Nuts.

J. Packaging and marking of all berth units shall be per Light Weight Modular Berth Procurement Specification, with the smallest possible variation to suit different berth drawing or line item requirements. Bar Coding is currently waived. Packaging and marking for all items not addressed under LWMB or another set of notes shall be in accordance with Note HSH 02 (11/28/2019).

REQUIREMENTS

A. Unless stated in the line item description or notes, the applicable revision of each specification shall be the one in effect on the date of the solicitation, based on the DLA Acquisition Streamlining and Standardization Information System (ASSIST) database, posted on website http://quicksearch.dla.mil.

(1) Many Military and Federal Specifications are being canceled and/or converted to commercial equivalents. Referenced drawings have not in all cases been updated to cite the currently applicable specification. Contract Line Item Descriptions cite current specifications. If a referenced specification has been canceled without replacement and the Contract Line Item Description or this Statement of Work do not cite an updated replacement specification, the Contractor may substitute a commercial equivalent. If there are option choices available within the cited specifications that are not specified by the contract, the Contractor shall select the grades and conditions etc. as the Contractor recommends.

(2) Unless otherwise indicated, abbreviations are in accordance with ASME Y14.38 or as posted on https://www.mscorphab.com/.

B. All items shall be made strictly in accordance with the invoked drawing and this Statement of Work except where a Request for Deviation (RFD) or Engineering Change Proposal (ECP) has been approved explicitly for this contract.

(1) RFDs and ECPs must be precisely defined. The government may require detailed sketches, drawings, data or samples to clarify and document any requests. Due to the Habitability nature of the items, appearance is a factor in the evaluation of all RFDs and ECPs. Submittals shall include contract number, applicable CLIN and Find Number, description of the differences, reason for the differences, cost impact, schedule impact, identification of units which are affected, any effect on logistics support, action taken to prevent future recurrence of any non-conformance, reference to all previous correspondence that is related to the RFD or ECP or similar requests, and the contractor’s point-of contact including phone number, fax number, and e-mail address. Submittals shall be in the contractor’s format. The submission of requests via electronic means (e.g., e-mail) is preferred.

(2) Reference to a manufacturer’s model number or item number is intended to be descriptive and not restrictive. The referenced items represent the required sizes, configuration, materials, finish, quality, and workmanship. Alternate proposals for items that are believed equal or a better value to the government are welcome.

(3) For any item, vendors may propose equivalent commercial items. For each alternate or substitute item, the vendor’s proposal shall include a detailed description and catalog cuts, including renderings or photographs. Additional detail, drawings, or even a sample, may be required to obtain approval if the catalog and description does not adequately describe the item.

(4) Approval of all Drawings, Substitutes, Deviations, RFDs, or ECPs shall be by the requiring activity, Mid Atlantic Regional Maintenance Center (MARMC), Code 352. Requests shall be e-mailed to MARMC (william.foley@navy.mil) by the vendor at the same time they are submitted to the PCO or the ACO. Vendor shall email a copy of any contract, award or purchase order to

(5) The MARMC Habitability Material Program Manager will forward the Government response to the vendor, via the PCO/ACO, not later than thirty (30) days after receipt. Time will not be added to the vendor's production schedule because of failure to identify and submit requested deviations, waivers, drawings, RFDs, ECPs, or requests for clarification.

C. Preservation, packaging, packing and marking shall be in accordance with ASTM D3951 "Standard Practice for Commercial Packaging," and as additionally noted herein.

(1) Packaging and packing shall be sufficient to afford adequate protection against deterioration and physical damage (including marring or abrasion to finished surfaces) during shipment and handling. Packaging shall be suitable for stacking during transit. The vendor is responsible to correct any damage due to inadequate packing or packaging.

(2) Each shipment larger than 70 pounds or 12 cubic feet shall be palletized for handling with a fork lift.

(3) The contractor shall provide a packing list identifying the contents of each shipment with the shipment. DD Form 250 "Material Inspection and Receiving Report" may be used as the packing list provided that it contains all of the information required below and that it applies to the specific shipment.

(4) The use of asbestos, excelsior, loose fill polystyrene, newspaper or shredded paper of all types (including waxed paper, computer paper and similar hygroscopic or non-neutral material) is prohibited.

D. MARKING - In addition to labels and marking required elsewhere, each package, including intermediate and outer containers, and a packing slip with each shipment, shall be marked with each applicable Requisition Number (REQN), Find Number, Discipline, Quantity, and Unit of Issue. Additionally, every item shall be marked with the Find Number and Discipline.

(1) Marking shall be in accordance with ASTM D3951 and the following additional details:

Each package, including intermediate and outer containers, and packing slip shall also be printed with the contract number, any Delivery Order number, project number such as "BENL-S3078" and the ship name.

Bar coding may be omitted from this order

(2) Outer containers larger than 70 pounds or 8 cubic feet shall be marked with the information in the upper left hand corner of two adjoining sides, which are a side and an end.
