EXHIBIT 1

REQUIREMENTS

SOLICITATION #: EV00000673

GENERAL REQUIREMENTS

The Oklahoma Water Resources Board’s WATER-Groundwater section maintains a statewide network of recorder wells utilizing In-Situ Level Troll 400, Level Troll 500, and Aqua Troll 200 Data Loggers. These wells are widely distributed across the state of Oklahoma. We are converting existing non-telemetered continuous data sites to cellular telemetry and expanding the network by converting other discrete water level sites to telemetry sites.

During FY25, 65 sites will require telemetry equipment. Up to an additional 60 units may be purchased in FY26-27 as needed and required by projects and as funds allow. There are precise requirements for the section to achieve this goal. Currently, the network employs In- Situ VuLink telemetry systems for the remainder of its sites. Any new equipment must be fully interchangeable to allow for maintenance and replacement in existing installations.

Equipment must also be easily adaptable to fit within existing data flows with minimal coding or infrastructure changes. The following is a list of those requirements.

EQUIPMENT

• A telemetry system with data logging capabilities compatible with the existing network without replacing the existing pressure transducers or cables.

• Provide for converting 65 continuous and discrete water level sites to cellular telemetry in FY25 with up to an additional 60 units in FY26-28.

• Easily deployed in most wells without the use of additional proprietary hardware.

• Must fit within two-inch monitoring wells and be no longer than 20 inches or over 2.5 lbs.

• The whole telemetry system must be contained inside the well, excluding the discrete antenna.

• Batteries must be readily available Li-MnO2 alkaline D batteries, with the option to utilize Li-MnO2 as needed.

• Batteries must be easily replaceable in the field.

• No need for the use of desiccant.

• Needs to have internal GPS capabilities (accuracy of 5m or better).

• Data must be able to transmit to HTTPS and FTP site formats.

• Capable of sending SMS message alarms to warn of data or instrument-related events.

• Utilize multiple cellular networks, including allowing the use of LTE-M.

• Include essential telemetry services (1 daily transmission with up to 24 data points).

• Compatible with In-Situ brand rugged twist lock cables already deployed in wells.

• Files must be in CSV or HTML format.

• Be capable of remote setup/configuration.

• Come with a minimum 2-year warranty.

• Come with manufacturer technical support for setup and troubleshooting to ensure successful deployment.

• Not require the purchase of new propriety software.

• Consist of all materials needed to deploy, install and maintain the telemetry system besides routine power tools.

• Work with Hydrovu data services.

The bid shall state the cost per unit well installation, including all items needed to deploy, install, and maintain the systems for 65 units purchased in FY25 and up to 60 units purchased in FY26-28. This shall include stock batteries for the telemetry unit. OWRB will utilize the available funds to purchase depending on the unit price.

Delivery Terms

Bid prices must be FOB destination. The vendor must pay for all shipping, packaging, handling, and delivery charges or be included in the bid and will be scored as an additional charge. The units must be delivered within 30 days of a written or verbal request by the OWRB. Batch delivery of units is possible and preferred if agreed upon with OWRB during the bidding process, to facilitate delays due to supply chain issues. If allowed, batch sizes and delivery schedules will be determined by OWRB. Each batch of units must be delivered within 30 days of a written or verbal request by the OWRB. Each batch of units may be invoiced separately and paid according to this solicitation's provisions.

Warranty

Each item will have a minimum two-year warranty for parts, labor, and return shipping from the date received by OWRB.

Price Increases for Future Fiscal Years

Prices for FY25 will be set as bid in this solicitation. For FY26-28, prices can either be bid as a set rate for each fiscal year or alternatively use the FY25 base rate with an allowance for up to 20 % price increases over the entire term. OWRB reserves the right to cancel any purchase for price increases it deems excessive or otherwise disagrees with. Bidders should clearly state which model they are utilizing. During any fiscal year the amount of units may be reduced depending on changes in requirements and the availability of funds.

Evaluation Criteria

This bid shall be scored as the lowest and best. All solicitation criteria are needed for the system's successful deployment and are listed below. Any bid not meeting these specifications will not be scored. Unless otherwise stated, bids meeting these criteria will be scored based on the cost per well unit for all equipment and supplies needed for the system's deployment, installation, and maintenance.
