STATEMENT OF WORK
Material Relocation, Removal, Disposal, and
Decontamination and Pest Management Services for BIA Building 251
1. PURPOSE
The Bureau of Indian Affairs (BIA), Navajo Region Facility Management Office, seeks the service of qualified and licensed professional contractors to perform comprehensive relocation, removal, disposal, and decontamination services for Building 251. The scope includes:
• Removing all furniture, equipment, supplies, and miscellaneous materials.
• Transporting file boxes, maps, drawings, and map cabinets to the Regional Office located in Gallup, New Mexico or to the Gamerco Facility Building, in Gamerco, New Mexico.
• Decontaminating the facility – free of debris, dead animals (mouse, rats, pest, etc.)
• Monthly pest control & monitoring for a duration of 1 year.
2. LOCATION
Building 251 is located in Fort Defiance, Arizona. The GPS coordinates:
Latitude: +35.752022, Longitude: -109.081554.
Building Area: 4,772 sq. ft Year Built: 1998 Configuration: 39 rooms, including offices, storage closets, and restrooms.

3. TASKS
A. Building Inspection
a. Conduct a comprehensive building inspection for pest infection and contamination.
b. Conduct an Inventory of Equipment, Supplies, & Materials listing.
Deliverable: Submit a detailed report documenting findings and recommendations with an inventory listing of all items within each room.
B. Removal of items
i. Provide all labor, materials, tools, equipment, and transportation necessary to remove all furniture, equipment, supplies and miscellaneous items from each room of Building 251.
This includes proper packing, handling, and preparation for transport of records (File boxes, drawings, maps, etc.)
ii. Transport specified materials to designated locations in Gallup or Gamerco, New Mexico.
iii. Equipment, furniture, supplies and materials will be transported and disposed of in accordance with local, state, tribal, and federal regulations. All paints or expired hazard containers of expired chemicals such as toners, expired supplies, or other items shall be disposed of in accordance with OSHA or federal regulations.
iv. Remove all fecal matter, dead animals, dead insects, and clean and sanitize all rooms in accordance with OSHA standards.
C. Pest Control Management i.Monthly professional services, Snake and Reptile Control services, if needed, and for the decontamination of BIA Building 251, for materials removal and disposal, material relocation, and storage, building inspection, debris removal, pest and rodent exclusion. Duration Period:
1 year from contract award.
ii.The Contractor shall be responsible for the extermination and removal of vermin, pests, and rodents such as mice and rats; and insects such as spiders, roaches, bedbugs, ticks, ants, silverfish, fleas, mosquitoes, moths, wasps, hornets, centipedes, scorpions and other common insects to the area. The following services will be regarded as specialty pest services and are not part of monthly services: decontamination, bedbug treatments, tick or lice treatments, bird control, and bee removal.
iii.The monthly service shall be performed every month, between the hours of 8 a.m. to 5 p.m., local time. Emergency based services do not have to adhere to the normal service schedule.
Approved emergency calls are outlined in Section 5, as additional services.
iv.Services shall be in accordance with Federal, State, and Tribal Government regulations, Environmental Protection Agency (EPA) (and/or Navajo EPA), Occupational Safety and Health Association (OSHA), US Department of Agriculture and other applicable regulations. This intent is to ensure staff and visitors are not harmed by pest control activities, as well as protection of the Contractor’s employees.
v.The Contractor is required to follow the regulations of the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA). Information on FIFRA can be found at 7 U.S.C. 136 et seq. and implementing regulations at 40 CFR 165 et seq. The Contractor shall be responsible for meeting the requirements of FIFRA including training of their employees, use of equipment, types of containers, proper storage; labeling and ensuring disposal complies with Federal, State, and Tribal laws.
vi.The Contractor is not allowed to store materials and equipment on government property.
Government-owned on-site solid waste dumpsters are not for the Contractor’s use.
vii.Navajo Nation Sales Tax: The Navajo Nation Sales Tax is 6% of the contract amount awarded.
The Navajo Nation Sales Tax applies to all retail sales of goods and services occurring within the exterior boundaries of the Navajo Nation. For services, the tax applies when the person performing the service is physically located within the Navajo Nation viii.The Contractor shall furnish and pay for all supervision, labor, and equipment, inspection, and sanitary cleaning service, materials, mobilization, and Insurance, applicable state Gross Receipt taxes, taxes, travel and transportation, and other necessary incidentals, if necessary.
ix.The Contractor shall not use pesticides and/or rodent control chemicals in such a way that may constitute a hazard to the health of humans or warm-blooded animals. Pesticide and/or rodent control chemicals shall be used in dilutions and applied in accordance with the directions on the label registered by the US Department of Agriculture, and in compliance with FIFRA.
x.The Contractor shall be a licensed and qualified to provide professional pest control service in the geographic areas contracted. The Contractor shall also be a qualified professional cleaning and viral disinfection company that specializes in removing and cleaning rodent (mice) droppings, rodent nests, and bat droppings. The Contractor shall be a licensed exterminator who utilizes only skilled, trained workers familiar with products to be used and who are knowledgeable of proper application procedures of chemical mice eradicator and chemical rodent bait. To ensure comprehensive coverage and adaptability in addressing potential pest control needs, the Contractor shall hold a valid state Commercial Pesticide Applicator License with endorsements in the following categories: General Pest Control (Industrial & Institutional or Structural and Vertebrate Pests), Ornamental & Turf Pests and Weeds, Right-of-Way & Industrial Weeds, Wood-Destroying Pest Treatment, and Fumigation.
xi.Employee Safety: The Contractor’s employees shall wear Personal Protective Equipment (PPE) such as approved respirators, disposable safety clothing (Tyvek suits) and rubber, latex, or vinyl disposable gloves designed for all decontamination services. Use of approved eye protection is highly recommended.
xii.The Contractor is responsible to ensure pest control chemicals used shall not stain surfaces.
xiii.Damages: All damages that may evolve from carelessness, negligence, irresponsibleness, including accidents to, but not limited to the BIA tenant’s property, assets, investments, etc.
shall be the Contractor’s responsibility to repair or replace to the satisfaction of the Contracting Officer. In addition, any discoveries of hazardous and contaminated materials not included in the SOW shall be reported immediately to the following parties: Contracting Officer (CO), designated Contracting Officer Technical Representative (COTR) or General Engineer.
D. Rodent and Pest Exclusion:
i.Identify all entry points and potential vulnerabilities for pest and rodent intrusion.
ii.Provide pest and rodent exclusion services, including sealing, trapping, and removal.
iii.Apply environmentally safe and EPA-approved rodenticides or pesticides if necessary.
iv.Conduct follow-up services to ensure efficacy
E. Building Decontamination:
a. Deep clean and decontaminate all interior spaces, including ceilings, floors, and walls.
b. Use antimicrobial and disinfecting agents approved for commercial decontamination.
c. Ensure indoor air quality meets health and safety standards upon completion.
4. BUILDING SPECIFICS
i. Generally, the Contractor shall concentrate efforts along the exteriors of the buildings.
Insecticide and rodenticide shall be applied to the exterior every month as appropriate. This also includes applications along storage containers, mobile storage units, emergency generators, amphitheaters, and government owned buildings listed in this SOW.
ii. The Contractor shall take precautions when applying chemicals to the interior of buildings.
Avoid the application of chemicals in areas where staff may be adversely affected by the chemicals. Interior space applications shall be as follows:
iii. Interiors: Interior spraying shall be applied following protocols. The Contractor shall apply treatment in electrical/mechanical rooms, janitor closets, designated storage rooms, corridors, offices, courtyards and vestibules.
iv. If the Contractor desires to utilize rodent traps appropriate personnel must be notified prior to installing the traps
5. ADDITIONAL SERVICES
a. Additional (emergency) services could be required one (1) time per month.
b. When a request for interior emergency or unscheduled non-emergency treatment for pest control services is received, the Contractor shall perform the service at the earliest possible convenience.
c. The contractor will also include additional services (15 emergency call outs during the duration of the contract) for increased rodent and pest issues during unforeseen increases.
6. CONTRACTOR QUALIFICATIONS
a. Copy of the Pesticide Applicator Licenses issued by the appropriate governing state with endorsements in the following categories: General Pest Control (Industrial & Institutional or Structural and Vertebrate Pests), Ornamental & Turf Pests and Weeds, Right-of-Way & Industrial Weeds, Wood-Destroying Pest Treatment, and Fumigation.
b. Provide a listing of on-site personnel. The contractor shall ensure a supervisor or foreman is designated and remains on-site any time work is being performed.
c. The on-site supervisor or foreman shall be responsible for quality control
7. SUBMITTALS
Submittals are due no later than 10 (ten) working days after notification of the award.
Provide proof of liability insurance.
• Copies of state pesticide licenses or certifications.
• Safety Data Sheets (SDS) for insecticides, rodenticides, or other chemicals intended for use
• Paperwork showing EPA approval of the insecticides, rodenticides, or chemicals to be used.
• Documentation on employees to be used in the completion of this contract showing their individual compliance with FIFRA. This includes documentation on training in the handling, storage and application of insecticides, rodenticides, or other chemicals intended for use.
• Proposed changes in the concentration of the applications of chemicals, or changes in the schedule of activities must be approved in writing.
8. DELIVERABLES
8.1.Work Schedule is due within 10 days of Notice to Proceed (NTP).
8.2.Inspection Report due within 10 days of inspection.
8.3.Disposal Manifests due upon completion of disposal.
8.4.Final Decontamination Certification Report due at project close.
8.5.Storage Inventory List due within 3 days of relocation.
9. SITE ACCESS AND SECURITY
The Contractor shall coordinate with the designated BIA point of contact for access to Building
251. All contractor staff must comply with BIA security requirements
