About this file
This is a bidding document package issued by the California Department of Fish and Wildlife for Invitation for Bid (IFB) P2599004 regarding window replacement services at San Joaquin Hatchery in Fresno County, California. The project requires contractors to provide all labor, tools, equipment, materials, incidentals, permits, and taxes necessary to replace seventy (70) windows. The bid package establishes specific submission requirements, including completion of all required attachments and adherence to prevailing wage standards for Fresno County. No specific response deadline, bid opening date, award date, or contract term information is provided in the section reviewed.
Bidders must meet mandatory participation requirements including a minimum of 3 percent Disabled Veteran Business Enterprise (DVBE) participation, documented on the Bidder Declaration Form GSPD-05-106. The bidding structure is presented as a lump sum proposal for the window replacement work with an additional contingency line item ranging from zero to ten percent as determined by the engineer. Small business set-asides are available, allowing non-small business contractors to receive a 5 percent preference by subcontracting a minimum of 25 percent of the total bid to California Certified Small Businesses. All bids must be accompanied by a bidder's bond at ten percent of the total bid amount, and contractors must comply with state prevailing wage requirements, drug-free workplace standards, nondiscrimination provisions, and various certifications including those related to Darfur contracting restrictions, Surface Mining and Reclamation Act acknowledgments, and California civil rights laws.
