1. Description:
Provide all labor, tools, equipment, materials, incidentals, permits and taxes necessary to replace seventy (70) windows and other miscellaneous work.
2. Location of Services:
Services shall be performed at San Joaquin Hatchery, 12373 Brooktrout, Friant, CA 93626, Fresno County.
3. Contract Term Date:
Upon DGS approval through December 31, 2026
4. Time of Completion:
Construction shall be completed within SIXTY (60) WORKING DAYS following the official “Notice of Start Date” from CDFW to the Contractor to commence construction. CDFW may approve additional working days for delays caused by unexpected events or circumstances including but not limited to supply chain disruption and inclement weather. Contractor must advise Contract Manager IN WRITING of any unexpected events or circumstances and obtain CDFW approval for any time extension.

All items of work on the contract form are to be complete in place. In addition, the specified items shall be in accordance with the following and shall include as well as furnish all labor, tools, equipment, materials, permits and taxes necessary to:

Item 2 - Contingencies are for changes due to unforeseen items of work, and/or adjustments in the quantities of items bid on a unit price basis, as may be determined, and allowed by the Contract Manager. The total amount to be paid under this item may be from zero (if no changes are allowed) to the full amount, as determined by the Contract Manager.

SECTION 01 00 00
GENERAL REQUIREMENTS
General
The Contractor shall visit and determine the actual condition of the site prior to submitting the bid and shall familiarize themselves of the work in place. Contractor shall investigate conditions character, quality and quantity of surface, and sub-surface materials of obstacles to be encountered. Failure by the Contractor to acquaint himself/herself with site conditions and available information will not relieve him/her from the responsibility for estimating properly the difficulty or cost of successfully performing the work. The submission of a bid will be considered as conclusive evidence that the Contractor has made such examination. No claim of the Contractor shall be made as a result of different physical conditions of any item or exposed work if such condition is exposed and present at the time of inspection. If any unknown physical condition exists or is not exposed at the time of site inspection, unless noted in these specifications, an equitable adjustment will be made.
All work is to be performed in accordance with the Standard Specifications as stated below, except as provided in the General Conditions, Technical Specifications, and any applicable drawings. The provisions of Section 12-1.04, DOT Standard Specifications, regarding flagging costs shall not apply. The contractor shall be solely responsible for all flagging costs.

Insurance Requirements:
Contractor will be required to supply proof of, and maintain, liability coverage as outlined in Exhibit G, Insurance, Item 12B – Insurance Requirements which is attached hereto and will be part of the resulting agreement. These policy types include:

❖ The above policies must each be endorsed to include “The State of California, its officers, agents and employees as additional insured but only with respect to work performed under the Contract”.
Quality Control
The Contractor shall be responsible for the completeness of his/her work. He/she shall be responsible for the progress of his/her work until final completion and acceptance of same by the State, and shall make such checks on the work as may be necessary to assure conformance with these specifications.
Work Schedule
The Contractor shall furnish the Engineer a proposed work schedule THREE DAYS PRIOR TO BEGINNING WORK and The Contractor shall submit at such times as may be requested by the Engineer, schedules which shall show the order in which the Contractor proposes to carry on the work with dates at which the Contractor will start the several parts of the work and estimated dates of completion of the several parts.
Submittal Process
The Contractor shall submit shop drawing(s), manufacturer’s data for all equipment and materials proposed for use on this job, complete with descriptions, information, and performance data to the Engineer for approval in Portable Document Format
(PDF).
The electronic submittal process is not intended for physical material samples.
Submittals must be approved prior to start of the work identified in the respective submittals.
The Engineer will prepare a Letter of Transmittal indicating one of the three (3) actions by item number:
A. If review and comment indicates “APPROVED”, work may begin immediately on incorporating the material and equipment covered by the submittal into the work.
B. If review and comment indicates “APPROVED AS NOTED”, limited corrections are required. Corrections shall be made before work may begin on incorporating the material and equipment covered by the submittal into the work.

C. If review and comment indicates “NOT APPROVED”, the material and equipment is unacceptable. The Contractor is not authorized to begin incorporating the material and equipment covered by this submittal into the work until new submittal is made, resubmitted, and returned marked either “APPROVED” or “APPROVED
AS NOTED”.
Designation of submittal documents “For Information Only” does not preclude the Engineer from reviewing or commenting on the submittal contents. Information only submittals returned to the Contractor marked “AMEND AND RESUBMIT” or “REJECTED –SEE REMARKS” shall be revised and resubmitted by the Contractor.
Material or Equipment Specified By Name
When any material or equipment is indicated or specified by patent or proprietary name or by the manufacturer’s name of one or more designations, it shall be considered as used for convenience in describing the material or equipment desired. The use of an alternative material or equipment which is of equal quality, operability, maintenance history, and reliability, and of the required characteristics for the purpose intended will be permitted. The Contractor may offer substitutions of products considered to be equal to that specified. The burden of proof as to the quality and suitability of the alternative shall be upon the Contractor. The Engineer shall be the sole judge as to the quality and suitability of the alternative materials or equipments.
Clean Up and Disposal of Refuse
Upon completion of the work under this contract, the Contractor shall remove all remaining excess materials, waste, rubbish, debris, temporary facilities and other equipment from the site. Final approval of the work done under these specifications will not be given until the final cleanup shall have met with the approval of the Engineer.
All material that results from clearing, grubbing, stripping, demolition/removal, excavation, and is not to be incorporated in the work shall become the property of the Contractor and shall be removed from the site and lawfully disposed of by the Contractor at his/her expense.
Surplus materials, resulting from excavations or trenching operations that are not required for backfill construction are the property of the Contractor.
The State has the right to salvage any items scheduled for removal as shown on the drawings. The State shall mark items to be salvaged. The Contractor shall be responsible for such items to be disconnected at flanged connections, bolted connections or wire terminals, where practical, removed from their foundations, flushed, and stored at a location as directed by the State.
Restoration of Improvements
Any damage to existing facilities, structures or improvements caused by the Contractor, his/her equipment or workmen, during the term of this contract, shall be repaired and the damaged item(s) restored to as good a condition as existed at the time work commenced at the Contractor’s own expense.

DVBE Verification & Certification
Final retention will not be released until the Prime Contactor’s DVBE Subcontracting Report (Form 817) has been completed and returned to the State Engineer.
At the end of the contract, the Contractor will be required to complete the Prime Contractor’s DVBE Subcontracting Report (Form 817) to certify that he/she has met all of their DVBE Obligations as identified in their Bid.
1. Use of Subcontractor(s)
The Contractor shall be responsible for all work performed. All persons engaged in the work will be considered employees of the Contractor. When any subcontractor fails to execute a portion of the work in a manner satisfactory to the State, the Contractor shall immediately remove such subcontractor upon written request of the State and the subcontractor shall not be employed for any portion of the contract. The State will not entertain requests to arbitrate disputes among subcontracts concerning responsibility for performing any part of the work.
2. Prime Contractor DVBE Subcontracting Form (Form 817)
If the Contractor enters into a subcontract with a Disabled Veteran Business Enterprise (DVBE), the CDFW and the Contractor are required to follow Military and Veterans Code Section 999.5, 999.55 and 999.7. Upon request by CDFW, the Contractor shall provide proof of payment for the DVBE work.
Pursuant to the Military and Veterans Code (M&VC) Section 999.5, if the Contractor has entered into a subcontract with a DVBE, then the Contractor must certify to CDFW through the Contractor DVBE Subcontracting Form (Form STD 817), before releasing final retention payment, all of the following:
a. The total bid amount and the total final contract amount including contingencies the contractor received under the contract.
b. The name and address of the disabled veteran business enterprise that participated in the performance of the contract and the contract number.
c. The amount and percentage of work the Contractor committed to provide to one or more disabled veteran business enterprises under the requirements of the contract and the amount each disabled veteran business enterprise received from the prime contractor.
d. That all payments under the contract have been made to the disabled veteran business enterprise. Upon request by the CDFW, the Contractor shall provide proof of payment for the work. A person or entity that knowingly provides false information shall be subject to a civil penalty for each violation in the minimum amount of two thousand five hundred dollars ($2,500) and the maximum amount of twenty-five thousand dollars ($25,000). An action for a civil penalty under this subdivision may be brought by any public prosecutor in the name of the people of the State of California and the penalty imposed shall be enforceable as a civil judgment.

Pursuant to the M&VC Section 999.7, the CDFW will withhold ten thousand dollars ($10,000) from the final payment, or the full final retention payment if less than ten thousand dollars ($10,000), until the Contractor complies with the certification requirements of Military and Veterans Code Section 999.5. Contractors that fail to comply with the certification requirements shall be given notice and allowed to cure the defect. If after 15 calendar days but not more than 30 calendar days from the date of the notice, the Contractor fails to comply with the certification requirements, the CDFW shall permanently deduct ten thousand dollars ($10,000) from the final payment, or the full final retention payment if less than ten thousand dollars ($10,000). The withholding applies to all procurement approaches with a DVBE subcontractor, as defined by M&VC Section 999(b)(4). Notwithstanding any other law, the CDFW shall not withhold more than the amount specified or the full final retention payment of any disabled veteran business enterprise contract for the purposes of ensuring compliance with the certification requirements of M&VC 999.5.
Scope of Work
The contractor shall complete the following work:
1. Contractor is responsible for all necessary permits to remove and transport hazardous waste.
2. Remove stucco as necessary around existing windows
3. Remove existing windows
4. Install new windows in the same location as old windows. Adjust framing as necessary.
5. Replace stucco around new windows.
6. Paint stucco and windows to match the existing house. If paint colors need to be chosen, ask hatchery manager for new colors.

SECTION 02 41 00
DEMOLITION
PART 1 – GENERAL
1.01 ADDITIONAL APPLICABLE RULES AND PROVISIONS

1.02 DEMOLITION
A. Contractor performing demolition work shall have the following certification and classification:
1. A Supervisor/Project Monitor Certificate for Asbestos Contractor/Supervisor
Certificate from the Department of Health Services. All employees working on asbestos work shall also have appropriate certifications and shall register with CAL/OSHA’s Asbestos Contractor Registration Unit (see Labor Code Section 6501.5).

B. Prior to commencing work, the Contractor shall provide the name, location, and EPA/DOSH license of the hazardous waste site proposed to be used.
1.03 PROTECTION OF EXISTING IMPROVEMENTS
A. Provide barricades, coverings, or other types of protection necessary to prevent damage to existing facilities and improvements indicated to remain in place. Protect improvements on State Property. Any improvements damaged by this work shall be restored to original condition as approved by authority having jurisdiction and all expenses incurred shall be borne by the Contractor.

PART 2 – PRODUCTS
2.01 DISPOSAL OF MATERIALS
A. Handling and disposal of hazardous material shall be in accordance with California Code of Regulations, Title 22, Division 4.5, Clean Air Act (NESHAP), Federal Toxic Substances Control Act, 40 CFR 763, and Regional and Local Regulatory Agencies.
B. Remove rubbish and other undesirable materials resulting from site clearing operations;
dispose of same off State property. Burning of materials not permitted. Upon completion of site clearing work, premises shall be neat, clean and in condition to receive subsequent work.
PART 3 - EXECUTION
3.01 GENERAL
A. Remove existing asbestos containing siding. It has been determined by the State Health and Safety officer that the building contains amounts of Asbestos Containing Material (ACM) and lead in paint.
B. All obstructions, both and below ground shall be removed as necessary for the construction of the proposed improvements.

SECTION 05 51 20
MODULAR ALUMINUM RAMPS
PART 1 - GENERAL
1.01 DESCRIPTION
A. Work Included: Install ADA compliant ramp.
1.02 SUBMITTALS
A. Product Data: Manufacturer’s Data sheets on each product to be used, including:
1. Preparation instructions and recommendations.
2. Storage and handling requirements and recommendations.
3. Installation methods.
B. Shop drawings: Drawings showing plans, elevations, sections and details of components. Show member sizes and part identification, fasteners, anchor requirements, fittings and evidence of compliance with structural performance requirements.
2.01 DESIGN/PERFORMANCE REQUIREMENTS
A. Design shall conform to ADA Standards for Accessibility Design and applicable local codes and standards
B. Design landings and ramps for a minimum uniform live load of 100 lbs/sf and a concentrated vertical load of 400 lbs distributed uniformly over an area of 1 sf.
C. Handrails and Guardrails: Provide handrails and railings capable of withstanding the following structural loads without exceeding allowable design working stress of materials for handrails, railings, anchors and connections:
1. Handrails and guardrails shall be designed and constructed to resist a single concentrated load of 200 lbs applied at any point and in any direction at the top of the handrail or guardrail.
2. Handrails and guardrails shall be designed and constructed for a load of 50 lbs/lf applied horizontally at the required guardrail height and a simultaneous load of 100 lbs/lf applied vertically downward at the top of the guardrail.
D. Corrosion Resistance: Separate incompatible materials to prevent galvanic Corrosion.

2.03 MATERIALS
A. Extruded aluminum Bars, Rods, Wire, Shapes and Tubes shall be 6063-T6 alloy and temper with a minimum ultimate tensile strength of 22,000 psi. Comply with
ASTM B 221.
B. Sheet and Plate Aluminum: ASTM B 209; 5005 alloy.
C. Extruded Aluminum-Alloy Structural Pipe and Tube. Comply with ASTM B 429.
D. Mechanical Fasteners: Aluminum, stainless steel or other non-corrosive materials compatible with aluminum members, trim, hardware, anchors and other components of the modular system.
2.04 MODULAR RAMP SYSTEM
A. All components shall be universal so that system can be easily relocated and assembled into many different configurations.
B. Ramp sections: Ramp sections are prefabricated aluminum shapes.
1. Length: 24 feet
2. Width: 3 feet
3. Heigh: Variable as indicate
4. Walking surface shall be continuous, without gaps and aluminum deck with Extruded slip resistant surface.

D. Legs: Fabricated of aluminum shapes and plate.

3. Legs telescope into the ramps and landing and shall allow for height and slope adjustments.

E. Handrail and Guardrail: Fabricated of aluminum tubing and fittings.

3. Guardrails shall form a protective barrier of a minimum of 42 inches high and designed such that a 4 inch sphere can not pass through any opening.
4. Pickets, balusters will be minimum aluminum 3/4 inch by 3/4 inch, 4 inches o.c.
5. Inside handrail to be attached to guardrail 34 inches to 38 inches above walking surface.
2.05 FINISHES
A. Shop finish ramp components as follows
1. Preparation: Brush Off Blast SSPC-SP10.
a. Remove all oil, grease, dirt, mill scale, corrosion products, oxides or other foreign from the surface by abrasive blasting, except for very light shadows, very slight streaks or slight discolorations caused by mill scale oxides.
b. At least 95 percent of each square inch of surface area shall be free of all visible residues, and the remainder shall be limited to the light discolorations.
Final blast profile should not exceed 0.7mils.
2. Powder Coat:
a. Electrostatically applied Thermosetting Powder Coating, Polyester Powder
Coating, meeting performance requirements of AAMA 2603.
b. Color: Los Gloss Sandstone
2.06 FABRICATION
A. Fit and shop assemble components in largest practical sizes for delivery to site.
B. Fabricate components with joints tightly fitted and secured. Furnish spigots and sleeves to accommodate site assembly and installation.
C. Exposed Mechanical Fastenings: Screws or bolts; unobtrusively located;
consistent with design of component, except where specifically noted otherwise.
D. Grind exposed joints flush and smooth with adjacent finish surface. Make exposed joints butt tight, and flush. Ease exposed edges to small uniform radius.
E. Accurately form components to suit stairs and landings, to each other and to building structure as applicable.

3.01 EXAMINATION
A. Do not begin installation until substrates have been properly prepared.

A. Clean surfaces thoroughly prior to installation.
B. Prepare surfaces using the methods recommended by the manufacturer for achieving the best result for the substrate under the project conditions.
3.03 DELIVERY, STORAGE, AND HANDLING
A. Deliver materials to the job site in good condition and adequately protected against damage as handrails are a finished product.
B. Inspect ramp and rail sections for damage before signing the receipt from the trucking company. Truck driver must note damaged goods on the bill of lading if damaged product is found.
C. Store products in manufacturer's unopened packaging until ready for installation.
3.04 INSTALLATION
A. Install in accordance with manufacturer’s instructions.
B. Install components plumb and level, accurately fitted, free from distortion or defects.
C. Conceal bolts and screws whenever possible.
D. All legs should land on a solid surface or a concrete paver. Minimum dimensions of
Paver must be equal to or greater than 2 inches H by 6 inches W by 9 inches.
E. Anchor assembly using anchors provided as specified in section 05 50 00 – Metal Fabrications.
3.05 PROTECTION
A. Protect installed products until completion of project.
B. Touch-up, repair or replace damaged products before Substantial Completion.

PART 1 - PRODUCTS
2.01 PRESSURE TREATMENT
A. Pressure treat wood members in contact with mortar setting beds, concrete walls, foundations, slabs on or below grade, nailers and bucks embedded in -or resting on Brush treat two (2 coats) cut faces of pressure treated wood with pentachlorophenol per FS TT-W-572 before assembly or installation.
1. Treated wood shall bear American Wood Preserver's Bureau (AWPB) quality mark for use involved.
2.02 LUMBER
A. General: S4S, grade stamped, WCLIB or WWPA; current grading rules govern. Sizes shall conform to PS 20-70. Lumber shall be Free of Boxed Heart (FOBH). Lumber two
(2) inches thick or less shall be seasoned to moisture content of nineteen (19) percent or less at time of installation. Species shall be Douglas Fir or Hem-Fir.
B. Minimum Grades:
1. Light Framing (two (2) to four (4) inches thick; two (2) to four (4) inches wide):
Construction Grade.
2. Studs:
a. Two (2) to four (4) inches thick; two (2) to six (6) inches wide; ten (10) feet and shorter: Stud Grade.

A. General: Softwood plywood, US Product Standard PS 1-83, grade stamped by approved testing agency, such as APA, Teco or Pittsburgh Testing Laboratory.
B. Roof sheathing shall be CDX plywood with radiant barrier. Nailing shall match existing.
2.04 BUILDING PAPER
A. No. 15 asphalt saturated felt or plaster building wrap; Tyvek; Typar; or equal.
2.05 FLASHING PAPER
A. Six (6) inch wide strips of two ply reinforced waterproof kraft paper.

PART 3 – EXECUTION
3.01 ROUGH CARPENTRY
A. Workmanship: Accurately cut, fit, and solidly fasten items to produce plumb, level, true and rigid work. Do not splice individual framing members between supports. Erect faces of framing members (studs, plates, joists, rafters, headers) in straight, accurate alignment, plumb or level in same plane to receive sheet type finish materials.
3.02 FINISH CARPENTRY
A. Exposed Surfaces: Free from tool marks, torn grain, cross sanding, or any defect.
B. Plywood Siding: Type suitable for exposed locations, thickness, pattern, texture, and species indicated. Where plans show that siding is also used as structural sheathing.
Identify each piece by approved agency stamp.
3.03 NAILS, SCREWS, BOLTS, NUTS AND WASHERS
A. Common wire nails except as otherwise noted. Match existing sizes. Use finishing nails for finish work. Use galvanized or cadmium plated fastenings for work exposed to weather.
B. Type, size and spacing of nails, when not otherwise indicated on plans, shall equal or exceed minimum requirements of Table 2304.9.1, Chapter 23, Wood, California Building Code, 2022 Edition. Nails for siding and other exposed work, aluminum, stainless steel or hot-dip galvanized. Secure wood subject to vibration from equipment with annular ring nails.
C. Fasteners shall not penetrate completely through member when opposite side is exposed to view.
3.05 WORKMANSHIP
A. Make connections between members tight, accurate and secure. Place fastenings without splitting wood; predrill when required. Drill bolt holes same size as bolt diameter. Drill holes for lag screws same size as thread root diameter; and counterbore, same depth and diameter as shank. Turn lag screws into place; do nor drive. Provide bolts and lag screws with washers under every head and nut bearing on wood. Tighten bolts and lag screws at installation; carefully re-tighten just before closing in, or at completion of project.

SECTION 08 51 00
VINYL SLIDING WINDOWS
PART 1 - GENERAL 1.01 QUALITY
A. Windows shall be of aluminum in accordance with AAMA 101. Windows shall be horizontal sliding type, furnished complete with operating and locking hardware, glazing, screened panels, weatherstripping, and framing and fasteners to properly install the windows.
PART 2 - PRODUCTS 2.01 ALUMINUM WINDOWS
A. Windows shall be insulated, single hung aluminum sliding window; Milgard A250 or approved equal. Frame components shall be 6063-T5 aluminum alloy (tensile strength 22,000 psi minimum, yield strength 16,000 psi) with a structural wall thickness of 0.062" minimum. Still member shall have a minimum thickness of .094 inch minimum.
B. Aluminum spacer frame shall have bent or soldered corners.
C. Vent panel shall be fully interlocked with the horizontal meeting rail.
D. Weather stripping shall be silicone treated, water repellant and be continuous around the entire perimeter of the vent panel.
2.02 GLASS
A. Insulation glass units: formed of two pieces of Type 1, Quality Q3, 1/4-inch thick glass, separated by 1/4-inch dehydrated air space, hermetically sealed. Outside facing glass shall be bronzed tinted, interior glass shall be clear.
2.03 INSECT SCREENS
A. Each window shall include a removable insect screen; roll formed 0.025 inch minimum, not less than 7/16 inch by 1 inch. Cloth shall be fiberglass.
2.04 HORIZONTAL BLINDS
A. Blinds shall be installed on all windows except check in windows.
B. Blinds shall have 1-inch slats. Blind units shall be capable of nominally 180 degree partial tilting operation and full-height raising. Blinds shall be inside mount. Color of blinds shall be alabaster or off-white.
C. Head channel shall be steel not less than 0.024 inch for Type II. Slats shall be aluminum, not less than 0.0080 inch thick, and of sufficient strength to prevent sag or how in the finished blind. A sufficient amount of slats shall be provided to assure

D. Controls: The slats shall be tilted by a transparent tilting wand, hung vertically by its own weight, and shall swivel for easy operation. The tilter control shall be of enclosed construction. All moving parts and mechanical drive shall be made of compatible materials which do not require lubrication during normal expected life.
The tilter shall tilt the slats to any desired angle and hold them at that angles so that any vibration or movement of ladders and slats will not drive the tilter and change the angle of slats. A mechanism shall be included to prevent over tightening. The wand shall be of sufficient length to reach to within 5 feet of the floor.
PART 3 - EXECUTION 3.01 WINDOWS
A. Set straight, plumb, level, in true alignment and securely anchor in place. Adjust vent sash for weather tightness and proper operation. Leave finished installation free from dents, twists, and other defects.
3.02 SEALANT
A. Thoroughly seal perimeter of window openings. Remove lacquer from aluminum surfaces in contact with sealant. Tool exposed joints slightly concave.
3.03 FINAL CLEANING
A. Clean exposed aluminum surfaces with soap and clean water. Abrasive cleaning agents and laquer thinner are not permitted. Leave exposed surfaces free from stains, marks or other defects.

INSECT SCREENS

A. Type: Removable and rewireable fixed type screens attached to window with tamper proof fasteners. Design of screen shall be as required by design of window and ventilators upon which applied.
B. Frame: Roll formed, .024 inch minimum 302 stainless steel, not less than 7/16 inch by
1 inch.
C. Screen Cloth: 16 mesh, 0.018 inch diameter, Type 302 stainless steel wire.
D. Accessories: Provide necessary hardware, clips, fittings., guides, screws, and the like, required for complete and proper screen installation. Material and finish shall match screen frames.

A. Miter, weld and dress smooth frame corners. Provide brace bars to maintain frame rigidity. Round edges where screen cloth is turned. Use vinyl plastic removable spline matching contour of spline groove in frame, or other device as approved for maximum holding power to hold screen cloth taut and secure.

A. Perform fitting, drilling and tapping and attach clips and other accessories. Install screens, carefully adjust, and leave in as new condition.

PAINTING
1.01 WORK INCLUDED
A. All labor, material, transportation and shop services required for interior and exterior painting as described herein, and for all interior and exterior surfaces not specifically mentioned herein, but shown on the drawings.
B. In general, all exterior and interior surfaces on wood, metal, primed metal, doors.
1.02 QUALITY ASSURANCE
A. Manufacturers Direction: Follow manufacturers printed directions for application of paints and finishes. Do not add materials to paints, except as recommended by the manufacturer.
B. Certifications and Affidavits: When requested by Engineers, submit manufacturers affidavits certifying compliance of materials with Engineers specifications.
C. Paints shall comply with State of California Air Resources Board Rule 1113. Paints containing lead in excess of 0.06 percent by weight of the total nonvolatile content shall not be used. Paints containing zinc chromate or strontium chromate shall not be used.
Interior latex paints are not permitted in toilet rooms.
1.03 SUBMITTALS
A. Materials List: Submit complete list of proposed manufacturers materials for Engineer approval. Completely describe all materials.
B. Colors and Samples: Submit samples of each color and type of finish for Engineers approval. Samples shall be completely finished will all coats specified and over same materials as those in the work. When requested by Engineers, provide job applied samples of large size on final surfaces. Color and finishes shall be selected by the Engineers. Approximately 10 percent accent colors for bidding purposes.
1.04 PRODUCT DELIVERY, STORAGE AND HANDLING
A. Identifications: Deliver materials to job site in manufacturers original labeled unopened containers, printed with all information necessary for complete identification.
B. Handling: Protect materials against rain, dust and drying in container.

A. Environmental Requirements: Do not paint in wet or dusty conditions or in temperatures below 65 F.
B. Ventilation: In interior work, provide fan ventilation to remove paint fumes, especially when spray application is employed. Use spark proof fans.
C. Spray painting: Employ spray painting only in accordance with the requirements of the State Division of Industrial Safety and other jurisdictions.
D. Lighting: See that areas requiring painting work have been provided with adequate artificial lighting where day lighting is insufficient. Do not proceed otherwise.
PART 2 - PRODUCTS
2.01 MATERIALS
A. Paints shall be best quality as regularly manufactured by recognized paint and varnish manufacturers. Material not bearing manufacturer’s identification as standard best grade of regular line are not acceptable. Materials shall be delivered to jobsite in original containers bearing manufacturer’s name. Paint application shall comply with manufacturer’s recommendation and standards.
B. Paints and finishes shall cover thoroughly, brush well, flow without sags or laps, and wear well under conditions of use and weather. Color pigments shall be non-fading.
2.02 EXTERIOR COLORS
A. Provide manufacturer’s colors and pattern for the items listed below.
1. Metal Roof.
2. Gutters and Downspouts.
3. Windows, Doors, and Door Frames.
4. Rolling shutters.
2.02 EXTERIOR PAINT SCHEDULE
A. The site Manager shall select all colors.
3.01 EXAMINATION

1. Surfaces are complete, dry, clean with nails set, and are in good condition to receive finish.

3.02 PREPARTATION
A. Cleaning: Sweep and vacuum clean floors: Damp mop in addition, if necessary.
B. Protection:

2. Protect aluminum, or other surfaces from which removal of paint would cause injury, by covering with masking tape, paper or other approved means, and remove when directed.
3. Protect painted or finished surfaces until dry and not tacky.
C. Other Preparations:
1. Hardware shall be removed by Carpenter or else masked during painting operations.
2. Exterior wood doors shall be removed to paint the bottom edge.
3. Galvanized metal shall be acid treated with dilute acetic acid or with solution of 4
oz. copper sulphate to one gallon of water or use metal etching thinner. Allow to day 12 hours; brush off any residue.
4. Concrete cleaning and preparation as specified.
5. Sand interior surface between coats with fine sandpaper.
6. Putty nail holes, cracks etc., after first coat or as required.
3.03 FIELD QUALITY CONTROL
A. Use good quality brushes adaptable for each type of work.
B. There shall not be sags, laps, runs, skips, heavy brush marks, or other defects in the finished work.
C. Cut in true to line.
D. Allow 24 hours minimum between coats, or longer dried hard Coats specified here in are in addition to shop coats.
E. F. Paints and finishes are to cover well. When undercoats, stains, or discolorations show through final coat, apply additional coats at Contractor’s expense until paint is of uniform color and coverage is complete.
F. Repaint or finish any damaged finished work to match new undamaged work.
3.04 ITEMS NOT TO BE PAINTED
A. Aluminum windows. Materials that are a finish in themselves, unless otherwise specified. Prefinished metal roofing.

3.05 INTERIOR PAINTING
A. Interior surfaces, except factory prefinished material shall be painted a minimum of one prime coat and one finish coat. Surfaces shall have a satin or eggshell finish on walls and trim and flat finish on ceilings. Interior doors and wood trim shall be stained.
B. Wood with Transparent Finish: Stain, seal and apply 3 coats satin lacquer.
1. Wood Doors.
2. Wood or plywood shelving.
C. Metal, Ferrous, and galvanized: 2 coats semi-gloss enamel plus field prime coat.
Remove irregularities if any, in shop prime coat.
1. Galvanized steel louvers.

3.06 EXTERIOR PAINTING
A. All exterior wall surfaces (excluding factory-finished surfaces) shall receive minimum of one prime coat and two finish coats of paint. Exterior walls of buildings shall be factory-finished metal. Steel personnel doors shall be field finished.
3.07 WORKMANSHIP
A. All materials shall be applied and cut in neatly so as to dry uniformly to the color and sheen specified and shall be free from excessive runs, sags, wrinkles, shiners, streaks and brush marks.
B. All materials shall be applied in accordance with manufacturers directions as printed on container. Any thinning required shall be done in the manner and exclusively with the type of reducer recommended.
C. Vary each coat of paint in shade from the preceding coat in a manner that will make each coat readily distinguishable without affecting finish color. Touch up all blemishes.
D. In enclosed spaces, application and drying of paint shall be performed only:
1. When temperature is 65 F or above, maintained constantly to prevent condensation.
2. When ventilation is adequate to maintain humidity lower than the dew point of the coldest wall.
E. Enamel and varnish undercoats shall be sanded smooth prior to recoating.
F. End grain wood and door edges shall be finished to provide the same appearance as the remainder of the wood surface.
G. No exterior painting shall be undertaken at temperatures under 50 F, or immediately following rain, frost or dew. Safe levels for painting shall be determined by use of an electronic moisture meter.

H. The areas in which Contractor has been conducting his/her work shall be left in a clean and orderly condition with all paint spots, rags, and discarded equipment removed.

EARTHWORK
1.1 SCOPE
A. This section specifies earthwork which consists of loosening, excavating, filling, grading, borrow, hauling, subgrade preparation, compacting in final location, site grading for pipelines, roads, and other structures of whatever nature and other purposes, around structures and backfilling of trenches and pits, and all other incidental earthwork as indicated on the Drawings, as specified and as required to complete the work ready for final use.
PART 2 – MATERIALS
2.01 FILL MATERIALS
A. AGGREGATE BASE
1. Class II Aggregate Base per Standard Specifications, Section 26 and shall conform to the three fourths ( ¾”) gradation (operating range).
B. SAND
1. Unwashed river sand, clean and free of trash, peat, organics, or other objectionable material that does not exceed three eighths (3/8) inch in any dimensions.
C. NATIVE MATERIAL
1. Native material, taken from excavation or trenching operations. The native materials shall be free from wood, roots, bark, debris, garbage, rubbish or any other extraneous material which may be compressible or which can not be properly compacted.
A. CONTROL OF WATER
1. The Contractor shall keep excavations reasonably free from water during construction.
B. OVEREXCAVATION
1. Where the undisturbed condition of natural soils is inadequate for support of the planned construction, the Engineer will direct the Contractor to overexcavate to adequate supporting soils. The excavated space shall be filled to the specified elevation with backfill. Fill material for refill of overexcavations shall be Class II Aggregate Base. The quantity and placement of such material will be paid as extra

C. SURPLUS MATERIAL
1. Surplus materials, resulting from excavations or trenching operations that are not required for backfill, are the property of the State. Excess earth shall be disposed of, at locations as directed by the Wildlife Supervisor.
3.02 FINISH GRADING
A. The aggregate base material shall be spread on the prepared subgrade by means of approved spreading devices subject to approval by the Engineer. The aggregate base material may be dumped in piles upon the subgrade and spread by bulldozing ahead from the dumped material. Each layer shall not be exceed eight (8) inches. Segregation of large or fine particles of aggregate shall be avoided, and the material, as spread, shall be free from pockets of large and fine material. The relative compaction of each layer of compacted aggregate base material shall not be less than ninety-five (95%) of ASTM 6938. Aggregate base, after compaction, shall be watered as provided in Standard Specifications, Section 17. Compaction testing shall be paid for by the contractor.
B. Except as otherwise indicated, remove vegetation, rocks over two and a half (2- 1/2") inches, wood, and other rubbish from areas to be graded.
C. Finished grading shall be smooth, compacted and free from irregularities. Finished grade shall be as specified by the contours or as indicated on the Drawings plus or minus 0.10 foot except where a change in elevation is required to match sidewalks, curbs or to provide adequate drainage.
D. Construction shall conform to the details, dimensions and grades specified and shown on the drawings. Maximum variations in finished grade shall be plus or minus 0.05 feet.
Survey monuments have been set by the Engineer in the locations indicated on the drawings as reference for vertical and horizontal control.
