ROOFING BUILD MATERIAL FOR DR4715GU

1. BACKGROUND

The US territory of Guam has experienced extreme wind and flooding on Wednesday 24, 2023 with super Typhoon Mawar. Guam experienced moderate to severe damage to residences, displacing residents. To address the needs for sheltering and recovery, FEMA is authorizing Direct Federal Assistance for the Emergency Temporary Roofing Program. Where safe and practicable, the Emergency Temporary Roofing Program may enable residents to return to or remain in their homes as a form of shelter while permanent repairs are completed. In agreement with United States Army Corps of Engineers (USACE), FEMA will procure and deliver roofing build material for temporary roofing program use.

2. SCOPE

The contractor shall supply and deliver building materials as described in the temporary roofing mission Build of Material (BoM) list.

3. OBJECTIVE

The desired goal of this solicitation is to obtain the required building materials at the needed quantities for the Emergency Temporary Roofing Program operating in Guam.

4. SPECIFIC REQUIREMENTS/ PRODUCT SPECIFICATIONS

4.1. The contractor shall deliver building materials at the required order quantities from the temporary roofing mission Build of Material (BoM) list:

4.2. The contractor shall package all building materials so that they are ready to be transported by FEMA to Guam by air or ocean transport. Specifically:

4.2.1. Metal Roofing Panels shall be packaged in wooden shipping crates with 100 units per crate. Attachment #1 to this SOW provides a picture of the wooden shipping crates as an example.

4.2.2. All other building materials shall be packaged in sturdy shipping boxes. Material must be packaged in such a manner as to afford adequate protection to the item against corrosion, deterioration, and physical damage during shipment.

4.2.3. All building material packages shall be clearly labeled with its contents, listing the type of building material and quantity included in the package.

4.2.4. Material must be accompanied by an itemized packaging list securely attached to the outside of the shipment.

4.2.5. All packing lists shall cite the contract number with the packaging in such a manner to ensure identification of the material provided.

4.3. The contractor shall deliver building materials within 48 hours of award.

4.4. The contractor shall deliver building materials to the following location:

5. PERIOD OF PERFORMANCE

Delivery shall be made within 48 hours after award.

6. PLACE OF PERFORMANCE

The contractor shall deliver building materials to:

7. GOVERNMENT FURNISHED RESOURCES

The Government will not furnish any resources to the Contractor in support of this contract.
