NIST Requirements Document Purchase a wavelength tuneable supercontinuum laser source system
I. Introduction/Background:
The NIST Sources and Detectors group applies expertise in silicon micro-fabrication, carbon nanotube growth, thermal and mathematical modelling, precision measurement, optical and cryogenic detection systems and laser power measurement systems. Researchers apply their knowledge and skills to areas such as low noise, wide bandwidth, fundamental detectors for SI traceability, both terrestrial and space based, and the development of primary standards for the measurement of laser power from a few femtowatts (nanowire systems) to tens of kilowatts (radiation pressure).
The group is responsible for the provision of optical fibre power traceability to the telecommunications industry and high-power laser measurements to defense. We also provide traceability to Ligo, the gravitational wave detector.
II. Purpose:
The goal of our research is to develop leading-edge measurement systems fit-for-purpose, to provide support to our calibration activities. In order to calibrate and characterise new detectors, we require a wavelength tuneable, pulsed laser source. We have identified a supercontinuum laser source system as the best option fulfilling all our requirements; wavelength coverage from 400 nm to 2500 nm, selectable repetition rate from 150 kHz to 60 MHz, less than 100 ps pulse width, spectral power density of at least 2.5 mW / nm over the wavelength range and less than 5 nm FWHM bandwidth output over the whole wavelength range. The supercontinuum laser source system will be used to characterise and calibrate detectors, and components over the wavelength range mentioned.
III. Minimum Requirements:
The system shall meet or exceed the characteristics identified below. All items must be new. Used or remanufactured equipment will not be considered for award.
Experimental, prototype, or custom items will not be considered. The use of “grey market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
The Contractor shall provide a Firm Fixed Price Quotation for the following CLINS.
Contract Line Item 0001: The Contractor shall provide a quantity of one supercontinuum laser source system as follows:
• System must contain at least one supercontinuum laser source and one tuneable filter to fulfill our requirements
• For repetition rates above 150 kHz, the output spectral power density should be at least
2.5 mW/nm over at least 90 % of the range 400 nm to 2500 nm, with at least 1.5 W visible power 350 nm to 850 nm.
• Must be able to cover a variable, selectable repetition rate from 150 kHz to at least 60 MHz
• Must have power lock external input function
• Must have single-mode spectral output coverage from 400 nm to 2500 nm
• Must include a spectral filter to maintain pulses of less than 5 nm bandwidth over the whole spectral range 400 nm to 2500 nm
• Must maintain full-width-half-maximum pulse widths of less than 100 ps over the whole spectral range at the output of the spectral filter for repetition rates above 150 kHz
• Must have spectral filter, out-of-band rejection of at least 60 dB
• Harmonic filters for the 325-500 nm region and 500-850 nm / 850-1250 nm region shall be included. The latter region may include two blocking filters
• The input to the tuneable filter shall be fibre-coupled and the output of the filter shall be supplied with the option of being fibre-coupled, with an xyz adjustment providing optimal coupling
• The filter output shall be supplied with two aligned multimode fibres – one collimated, the other FC/APC
• The supercontinuum laser shall be delivered factory aligned to the filter system
• Must include software and driver library for programming the system through Matlab, python and Labview.

IV. Site Preparation:

V. Delivery:
Deliverable One (1): Delivery shall be FOB DESTINATION and shall occur within the vendor’s standard commercial lead time.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. VI. Inspection and Acceptance:
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
The scope of general inspection included:
Structural, mechanical, and electrical evaluation of product An operational evaluation of the supercontinuum laser source system Evaluation of the system’s spectral power density output
A visual inspection of the supercontinuum laser source system will be performed by the NIST TPOC to identify defects or any form of indication that the supercontinuum laser source system was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the supercontinuum laser source system due to defects and/or nonconformance.
The vendor is responsible for latent defects discovered any time after final inspection.
However, the extent of its liability shall be prorated over the useful life of the supercontinuum laser source system
The place of acceptance shall be:

Ownership (title) of the supercontinuum laser source system shall transfer to NIST upon acceptance.
VII. Warranty’
The contractor shall warrant the entire system in accordance with the contractor’s commercial warranty terms and shall be in accordance with terms in FAR 52.212-4
VIII. Payment Schedule
The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after receipt and acceptance by the TPOC of fully delivered system.
2. The Government anticipates inspection will occur upon:
a. After the testing procedures set forth in this document have been complete
NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
