How to choose between contracting federal agency and funding federal agency fields on federal contract award and federal contract IDV records.

Use contracting and funding agency fields to answer different federal contract questions. This guide applies to Federal contract award and Federal contract IDV records in GovTribe.

The two agencies often match. They can differ when one agency uses another agency's contracting office, assisted acquisition service, shared acquisition vehicle, or ordering channel.

How to choose the right field

  • Use contracting_federal_agency when the question is about procurement execution, award ownership, contracting office history, or which agency ran the buy.
  • Use funding_federal_agency when the question is about the customer, requirement owner, budget owner, spending attribution, or mission demand behind the buy.
  • Use both fields when comparing agency buying behavior because a record can show one agency operating the procurement and another agency funding the requirement.

When they differ

Contracting and funding agencies can differ in assisted acquisition, interagency procurement, shared services, and vehicle ordering workflows. In those cases, the contracting agency is the acquisition organization that awarded or administers the action, while the funding agency is the organization whose requirement and funds drove the transaction.

For example, an agency may fund a requirement but use another agency's acquisition office or government-wide vehicle to place the order. The contracting field helps identify the procurement channel. The funding field helps identify the customer and budget signal.
