The Air Force Test Center (AFTC), AFTC/PZIOC at Edwards Air Force Base, California 93524 is seeking potential 8(a)-certified sources as a means of conducting market research to identify parties having an interest and that are capable of furnishing all labor, equipment, and materials to perform all operations necessary to refurbish and finish existing facilities. The requirement includes but is not limited to the application of paint and coatings, testing for and abatement of asbestos/lead, and includes minor drywall, plumbing, and electrical work. Responding parties must demonstrate that they currently possess or have the ability to obtain a California Contractors State License Board (CSLB) issued class B and class C33 contracting licenses, and can accomplish painting with prime contractor employees while subcontracting for expertise in specialty areas. All painting and coating work shall be performed in accordance with all manufacturers' specifications, applicable federal, state, local safety and environmental codes and regulations, Edwards Air Force Base Design Standards, and industry standards.All responding parties must complete the attached industry questionnaire. The primary North American Industry Classification System (NAICS) code for this effort is 236220. It is anticipated that a firm fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) contract will be awarded with a performance period of five years.THERE IS NO SOLICITATION AT THIS TIME. This is a request for information/sources sought announcement ONLY. This request for capability information does not constitute a request for proposals - no contract will be awarded from this notice and is not to be construed as a commitment by the Government. This presolicitation notice is being posted in accordance with Federal Acquisition Regulation (FAR), Part 5.2. This is not a request for proposal. The Air Force Test Center (AFTC) anticipates a release of the solicitation for the Pest Control Services contract supporting Edwards Air Force Base (EAFB), CA. Service shall provide for Integrated Pest Management (IPM) and control services for Edwards Air Force Base (AFB). Service shall be performed in a manner that will ensure the health and general well-being of installation personnel, and effectively control pests. Area of service shall include Edwards' Main Base, North Base, South Base, NASA, the Air Force Research Laboratory and Air Force Plant 42 located in Palmdale CA. Pest control services shall be performed in accordance with (IAW) DoD Instruction 4150.07, DOD Pest Management Program dated 23 May 2013, AFI 32-1053, Integrated Pest Management Program dated 20 November 2014, The Federal Insecticide, Fungicide, and Rodenticide Act of 1976 (FIFRA) as amended, and the 412 TW Integrated Pest Management Plan dated 2 January 2014, and all other commercial, Air Force (AF) and Department of Defense (DoD) applicable standards. All pest control service requests shall be coordinated via a contractor supplied toll free telephone number or government approved electronic communication. This acquisition anticipates a five (5) year firm fixed-price (FFP), Indefinite Delivery Indefinite Quantity contract (IDIQ). The Government intends to issue a single solicitation and make a single award. Individual task orders to be issued against the contract will vary in size and complexity. The Pest Control Services contract performance requirements are as stated: control of common pests to include any insect, invertebrate, arachnid, rodent, snake that causes an economic loss, or presents a hazard to Air Force property, personal health or morale. Monthly Scheduled Food Facility Inspection services; Service Calls for Commercial Facilities; Pest control Services for Athletic Fields, Parks and Common Public Areas; Hanta Virus Service; Mosquito Larvae Control; Emergency Pest Control Services; Termite Inspections; Pest Control Cleanup Services to include feces, bird droppings and remains of dead pests; West Nile Virus Sampling; and Over and Above services. Edwards AFB does not have the required EPA, DODI and AFI approved pesticide mixing and storage facilities, nor the qualified State Licensed Pesticide Applicators; therefore acquisition for commercial services is being pursued. This acquisition will be a competitive procurement, 100% Total Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this effort is 561710 entitled Exterminating and Pest Control Services, with a size standard of $11,000,000. The source selection will be conducted utilizing the Performance Price Tradeoff (PPT) technique in accordance with FAR 15.3 and Air Force Federal Acquisition Regulation Supplement (AFFARS) 5315.3. A formal solicitation to include: Pest Control Services will follow on or about the week of 15 July 2015. The anticipated solicitation number will be FA9301-15-R-0001. A site visit will be held for this acquisition approximately two weeks from posting of the Request for Proposal. The solicitation will be posted for 30 days. Contract award is estimated to take place on or about 1 October 2015. No proposal preparation cost will be provided nor reimbursed by the Government. Paper copies of the solicitation or associated documents will not be made available. Solicitation documents will be made available only through www.fbo.gov in accordance with FAR 5.204. No faxed proposals will be accepted. It is the offeror's responsibility to visit the website periodically for any changes or updates to the solicitation. All prospective offerors must be actively registered in the System for Award Management (SAM) in order to be eligible for award (https://www.sam.gov/). This notice does not obligate the Government to award a contract nor does it obligate the Government to pay and/or reimburse respondents and/or their associates for any cost incurred to submit the requested information and/or proposal. Responses to this notice and/or the Request for Proposal will not be returned.
