The solicitation 68HERC19Q0120 will be available for downloading at FedConnect® located at the following internet address: www.fedconnect.net/. Contractor registration in the Government¿s System for Award Management (SAM) is required in order to be eligible for contract award. Registration may be completed and information regarding the registration process may be obtained at http://www.sam.gov. Once issued, solicitation documents will be available electronically for download at https://www.fedconnect.net. Hard copies of the solicitation package will not be distributed. Electronic copies of responses will be required and must be submitted via FedConnect® (https://www.fedconnect.net).
High throughput exposure tools are required to support rapid chemical screening for human health risk priority setting. The current understanding of indoor sources, occurrence, and subsequent human exposure to the large number of chemical constituents in consumer products is limited. Robust exposure information is necessary to provide context for the results of a growing body of high throughput toxicity testing results and to characterize risk to human health.
The Contractor shall furnish all resources including the necessary personnel, quality assurance, material, equipment, services, and facilities to perform the contract Performance Work Statement (PWS), to carry out the specific tasks identified in task orders, and to perform management functions including meetings with EPA representatives to review issues, problems, and performance. Requirements for deliverables, their delivery schedule, and their acceptance criteria will be specified in applicable task orders. Each task order shall be processed, and data submitted to EPA within 120 days of receipt of samples, unless otherwise negotiated with the contractor in the individual task order.
Processing of each sample may include a combination of CLINs as specified in the `Schedule of Services¿. The CLINs will be ordered at the discretion of the EPA upon issuance if each task order. Thus, any combination of CLINs may be ordered and applied to each sample batch. Processing of each sample batch shall be in accordance with the contractor¿s approved task order work plan.
The Government anticipates award of an indefinite delivery/indefinite quantity (ID/IQ) contract that will allow for the issuance of firm fixed price (FFP) and time and material (T&M) type task orders over an ordering period of 5 years. The EPA intends to award a single contract with an ordering ceiling of $5.1 million. The anticipated solicitation release is mid January timeframe and the close date shall be approximately 30 days thereafter. The solicitation will be issued on a full and open competitive basis with no small business set-aside(s). All responsible sources may submit a proposal for EPA consideration. The NAICS code is 541715, (research and development in the physical, engineering, and life sciences [except nanotechnology and biotechnology] with a size standard of 1,000 persons. THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT.
The Environmental Protection Agency (EPA) is performing a "market search" for small businesses in preparation for a future procurement. The purpose of this sources sought notice is for market research to identify capable, qualified small businesses relative to with NAICS code 541715 `Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechology and Biotechnology), with a size standard of 1,000 employees for the performance of this anticipated procurement.
The EPA has a need for a contractor to provide the Office of Research and Development (ORD), Center for Computational Toxicology and Exposure (CCTE) with Bioactivity Profiling of the ToxCast Compound Library requirement. The EPA requires contractor support to use appropriate rapid, high throughput methods on sets of dozens to hundreds of industrial compounds from the growing ToxCast library for exposure relevant measurements. The contractor shall provide exposure relevant measurement of chemical properties, emissions, and/or occurrence for the ToxCast Compound Library. A minimum capacity of 10 chemicals per week is necessary. The EPA will select compounds for evaluation in a minimum of 10 samples and a maximum of 10,000 samples per task order.
Of special interest are:
¿ Data on physicochemical properties (VP, Kow, Koa, Henry¿s Law constant, half lives in environmental media- both indoor and ambient) for refinement of QSAR calculators and expansion into new regions of chemical space;
¿ Data on chemical constituents of and emission rates from sentinel household products, materials and articles
¿ Screening for chemical occurrence in products (e.g., personal care, cleaning, etc), environmental media (e.g., indoor air, house dust, water) and biological media (e.g., serum, urine, blood spot)
CAPABILITY STATEMENT
To help determine if this potential requirement may be set-aside for small business concerns, the government is seeking input from the small business community regarding their interest and capability in performing the tasks reflected in the draft Performance Work Statement (PWS). The Government requests demonstration of capability by interested parties through submittal of capability statements. The government will review the qualifications of interested parties based on their responses regarding capability of performing the draft PWS. Information submitted in response to this notice is merely used for internal market research purposes and no feedback will be offered to the interested parties that submit capability statements.
All capability statements must:
1. Not exceed six (6) single-sided pages in length. Excess pages will not be reviewed.
2. Be electronically submitted through the FEDCONNECT Portal by the stated deadline.
3. Include small business classification(s): (Small Business, 8(a), HUBZone, SDB, SDVOSB, WOSB, VOSB, etc.)
4. Address capabilities relative to the key task areas in the draft Performance Work Statement, in particular:
(a) Capability to provide high throughput physico-chemical properties measurement;
(b) Capability to provide detailed physico-chemical properties measurement;
(c) Capability to determine chemical constituents of products, materials, and/or articles (e.g. clothing, furniture);
(d) Capability to determine chemical emission rate from specific products, materials, and/or articles (e.g. clothing, furniture);
(e) Capability to screen for occurrence of large numbers of chemicals in samples acquired by the contractor or provided by EPA.
A draft copy of the performance work statement (PWS) is included as an attachment. Interested small business entities with the capability of providing any of the services described in the draft PWS posted at the FedConnect website: https://www.fedconnect.net/ are invited to submit a six (6) page document with sufficient information to clearly demonstrate their ability to provide the services described in the draft PWS, including personnel, experience and qualifications. A description of similar services previously or currently provided shall be provided.
