JOINT ARTIFICIAL INTELLIGENCE CENTER (JAIC) DATA READINESS for ARTIFICIAL INTELLIGENCE DEVELOPMENT (DRAID) BASIC ORDERING AGREEMENT (BOA) REQUEST FOR PROPOSAL (RFP)
The purpose of this solicitation is to form multiple Basic Ordering Agreements (BOAs) with Offerors who can provide Data Readiness for Artificial Intelligence Development (DRAID) services available to the Joint Artificial Intelligence Center (JAIC), Department of Defense, and the entire U.S. Government as described in the Performance Work Statement (PWS.) This BOA will be open for ordering to the U.S. Government in support of AI data preparation.
All questions must be submitted in writing via email to the Contracting Officer and Contract Specialist no later than 12:00 pm CST, 07 April 2021. See Contact Information at the base of the announcement.
Proposal submissions to this solicitation shall be received no later than 12:00 p.m. Central Time (CT), 28 April 2021. Proposals received after this time will not be considered.

II. GENERAL INFORMATION
a. Purpose
U.S. Army Contracting Command – Rock Island is releasing this DRAFT
Artificial Intelligence (AI) Data Readiness Support Services Performance Work Statement (PWS), Questionnaire, Instructions and Evaluation for two purposes:
Purpose 1: To inform the eligible vendors of the intent to release a Request for Proposal (RFP) to fulfill the requirements outlined in the attached PWS via beta.SAM.gov.
The formal release of the RFP is currently anticipated to be released February 2021.
Purpose 2: Provide vendors the opportunity to view the DRAFT (PWS), Questionnaire, Instructions and Evaluation and submit comments and/or questions. ALL comments/questions shall be submitted via email using the spreadsheet Attachment 0004 – JAIC Data Questions Matrix.
Purpose 3: Conduct market research into which pools in Attachment 0003 – Instruction and Evaluation can be conducted by Small Businesses and which ones have Small Business subcontracting opportunities. For Small Businesses indicate which pools your company has the capabilities to conduct in full and which ones you hold expertise in to perform subcontracting support.
b. Scope

c. Contract Type
This is a Blanket Purchase Agreement (BPA). Type of contract(s) allowed under this agreement are Firm Fixed Price (FFP), Time and Materials (T&M), and FFP – T&M hybrid. The type of contract(s) will be established by the Ordering Contracting Officer (OCO) at the individual call order level.
III. PERFORMANCE WORK STATEMENT
The Contractor shall perform all work in accordance with the PWS (reference Attachment 0002, JAIC Data Performance Work Statement).
IV. PERIOD OF PERFORMANCE (PoP)
The anticipated PoP the BPA will consist of call orders with a base period of one year, plus four one-year options, for a total of five years of performance if all options are exercised. The BPA will be reviewed annually, and, if necessary, updated at that time. During the final option, year five, the BPA will be reviewed to determine if it will be renewed.

VI. REPRESENTATIONS AND CERTIFICATIONS
Per FAR 52.213-3 (Offeror Representations and Certifications–Commercial Items), each Offeror shall complete their certification and representations online using SAM.gov.
