THIS GRANT INCLUDES FFY 2021 CORONAVIRUS RESPONSE AND RELIEF SUPPLEMENTAL ACT (CRRSAA) SECTION 5310 LARGE URBAN FUNDING FOR THE SEATTLE URBANIZED AREA IN THE AMOUNT OF $378025 (OUT OF $458905 TOTAL APPORTIONMENT AVAILABLE) FOR OPERATING ASSISTANCE ELIGIBLE ADMINISTRATIVE EXPENSES AND STATE ADMINISTRATION . THE REMAINING FUNDS WILL BE OBLIGATED AFTER ADDITIONAL PROJECTS ARE SELECTED AT A FUTURE DATE.- THE RECIPIENT CERTIFIES THAT IT AND ANY SUBRECIPIENT OR CONTRACTOR THAT IS A PROVIDER OF PUBLIC TRANSPORTATION: (A) INTEND TO THE MAXIMUM EXTENT POSSIBLE TO USE CARES ACT OR CRRSAA FUNDS TO BRING BACK ANY EMPLOYEES PREVIOUSLY FURLOUGHED AS A DIRECT RESULT OF FINANCIAL DIFFICULTIES CAUSED BY THE COVID-19 PUBLIC HEALTH EMERGENCY; (B) INTEND TO USE CARES ACT OR CRRSAA FUNDS TO REHIRE ANY POSITIONS OF EMPLOYEES WHO WERE LAID OFF AS A DIRECT RESULT OF FINANCIAL CHALLENGES CAUSED BY THE COVID-19 PUBLIC HEALTH EMERGENCY; AND (C) WILL EXPLAIN HOW THEY HAVE SPENT CARES ACT OR CRRSAA FUNDS ON PAYROLL OPERATIONS OR PAYROLL AND EXPENSES OF PRIVATE PROVIDERS OF PUBLIC TRANSPORTATION TO THE MAXIMUM EXTENT POSSIBLE. THE PURPOSE OF THE FEDERAL AWARD IS TO ASSIST WITH ELIGIBLE OPERATING EXPENSES NECESSARY TO OPERATE MANAGE AND MAINTAIN PUBLIC TRANSPORTATION SERVICES WHILE RESPONDING TO COVID 19. ACTIVITIES TO BE PERFORMED:MAINTAIN CURRENT OPERATING SERVICE LEVELS IN THE DIFFERENT LARGE URBAN AREAS OF THE WASHINGTON STATE. SUSTAIN STAFFING PLANNING AND OPERATIONAL SUPPORT TO IMPROVE ACCESSIBLE TRANSPORTATION IN THE REGION INCLUDING A FREE OF CHARGE SERVICE TO LOW-INCOME OLDER ADULTS AND ADULTS WITH DISABILITIES AND DOOR-TO-DOOR SERVICE BEST SUITED TO THE RIDERS UNIQUE NEEDS INCLUDING MEDICAL AND NON-MEDICAL RIDES. OPERATE MANAGE AND MAINTAIN PUBLIC TRANSPORTATION SERVICES. ENSURE ADEQUATE FUNDING AND FINANCIAL PLANNING TO PAY FOR DRIVER SALARIES FUEL MINOR CAPITAL ITEMS DIRECTLY RELATED TO COVID-19 AND ITEMS HAVING A USEFUL LIFE OF LESS THAN ONE YEAR INCLUDING PERSONAL PROTECTIVE EQUIPMENT AND CLEANING SUPPLIES. REIMBURSE FOR OTHER ELIGIBLE COSTS SUCH AS ADMINISTRATIVE LEAVE AND LEAVE FOR EMPLOYEES DUE TO REDUCTIONS IN SERVICE OR LEAVE REQUIRED FOR A QUARANTINED WORKER. AGENCIES AS PART OF THEIR RESPONSE TO COVID-19 MAY HIRE TEMPORARY WORKERS PAY FOR OVERTIME CLEANING/SANITIZING OF VEHICLES AND FACILITIES ADDITIONAL MATERIAL AND TELEWORK EQUIPMENT HAZARD PAY TRAINING INCREASED SECURITY AND OTHER EXPENSES. IMPLEMENT THE NECESSARY MEASURES TO RESPOND TO COVID 19 OVERCOME UNPRECEDENTED CHALLENGES CAUSED BY THE PANDEMIC AND CONTINUE TO OFFER ESSENTIAL SERVICES TO PRESERVE PUBLIC SAFETY AND WELLBEING AND OFFER A MEANS OF TRANSPORTATION TO PEOPLE TO CONTINUE TO ACCESS JOBS MEDICAL APPOINTMENTS SCHOOLS AND OTHER DESTINATIONS. EXPECTED OUTCOMES:MAINTAIN AN ADEQUATE LEVEL OF PUBLIC TRANSPORTATION SERVICE IN LARGE URBAN AREAS. RESPOND TO COVID 19 AND ENABLE PEOPLE TO ACCESS DESTINATIONS ESSENTIAL FOR THEIR DAILY LIVES SAFETY AND WELLBEING INCLUDING TRIPS TO FOOD BANKS GROCERY STORES AS WELL AS COUNSELING PHYSICAL THERAPY DIALYSIS AND OTHER MEDICALLY NECESSARY APPOINTMENTS. INTENDED BENEFICIARIES:PUBLIC TRANSPORTATION CUSTOMERS INCLUDING SENIORS AND INDIVIDUALS WITH DISABILITIES WHO UTILIZE PUBLIC TRANSPORTATION SERVICES IN LARGE URBAN AREAS ACROSS THE STATE OF WASHINGTON. SUBRECIPIENT ACTIVITIES:PROJECT WORK INCLUDES A FREE OF CHARGE SERVICE TO LOW-INCOME OLDER ADULTS AND INDIVIDUALS WITH DISABILITIES WHO DO NOT QUALIFY FOR STATE-PAID CHORE SERVICES; STAFFING OF THE PIERCE COUNTY COORDINATED TRANSPORTATION COALITION THAT FINDS SOLUTIONS FOR SPECIAL NEEDS RIDERS WHO ARE FACING TRANSPORTATION CHALLENGES IDENTIFIES WHICH NEEDS ARE NOT BEING MET AND FILLS THE GAPS SO THAT EVERYONE WHO NEEDS A RIDE GETS A RIDE; AND THE ONGOING OPERATION OF THE DISABLED VETERANS TRANSPORTATION PROGRAM WHICH PROVIDES DISABLED VETERANS WITH NO-COST TRANSPORTATION TO MEDICAL DENTAL AND OTHER ESSENTIAL APPOINTMENTS.
