PURPOSE:THIS COLLABORATIVE PROJECT WILL ENSURE ENHANCED SIDEWALKS AND ADA RAMPS ARE EITHER IMPROVED OR INSTALLED TO CONNECT ALL INDIVIDUALS REGARDLESS OF AGE AND/OR DISABILITY TO METRO TRANSIT WITHIN THE AREA (ALONG WEST GRAY (SHEPHERD DRIVE TO DUNLAVY STREET) AND CONNECTING STREETS).ACTIVITIES TO BE PERFORMED:THE MONTROSE REDEVELOPMENT AUTHORITY HAS BEEN AWARDED A SUBALLOCATED AMOUNT OF $242406 IN FTA FY2019 SECTION 5310 FUNDING BY HOUSTON METRO. THE CRRSAA PROVISION FOR UNUSED 5310 FUNDS WILL BE UTILIZED IN THIS GRANT APPLICATION. FUNDS ARE BEING USED FOR NON-TRADITIONAL EXPENSES WHICH CANT EXCEED 45% OF THE FULL UZA APPORTIONMENT. ALL PROJECTS ARE DERIVED FROM A CURRENT COORDINATED HUMAN SERVICES PLAN. THESE FUNDS WILL SUPPORT REBUILDING INCOMPLETE AND DETERIORATING SIDEWALKS ALONG WEST GRAY (SHEPHERD DRIVE TO DUNLAVY STREET) AND CONNECTING STREETS (~24000 SQUARE FEET) TO HIGHER STANDARDS THAN REQUIRED BY ADA WIDEN SIDEWALKS IN PLACES WITH MORE WALKING ACTIVITY (~25%) AND REBUILD OR INSTALL HIGHER STANDARD ADA WHEELCHAIR RAMPS INCLUDING ADA TRUNCATED DOMES (~75 NEW RAMPS) AND ASSOCIATED PAVEMENT MARKINGS. EXPECTED OUTCOMES:THESE IMPROVEMENTS WILL INTEGRATE THE METRO SERVICE (ROUTE 32 ROUTE 27) INTO THE SURROUNDING NEIGHBORHOOD ALONG WEST GRAY AND DIRECTLY ABUTTING WEST GRAY. MONTROSE ENHANCED INFRASTRUCTURE WOULD MAKE ACCESS TO TRANSIT AND LOCAL DESTINATIONS EASY AND SAFE. THE PROJECT WILL ALSO ENHANCE ACCESS FOR SCHOOLS AND TRANSIT ROUTES SERVING RESIDENTS AND VISITORS TO MONTROSE. MOBILITY CHOICES WILL BE GREATER SUPPORTED BY PROVIDING BETTER CONNECTED NETWORKS OF SIDEWALKS ADA RAMPS AND ASSOCIATED PAVEMENT MARKINGS. THE WEST GRAY (SHEPHERD DRIVE TO DUNLAVY STREET) ENHANCED PEDESTRIAN-TRANSIT CONNECTIVITY PROJECT FURTHER ENHANCES METROS VISION TO BE AN INDUSTRY LEADER IN DELIVERING TIMELY AND EFFICIENT SERVICE THAT IS TRANSFORMATIVE BY PROVIDING MULTI-MODAL INTERACTIONS FOR COMMUNITIES TO CONNECT TO EVERYDAY WORK AND LIFE OPPORTUNITIES.INTENDED BENEFICIARIES:MONTROSE IS A NEIGHBORHOOD WHERE PEOPLE WALK BIKE AND CONNECT TO SEVEN (7) NEARBY METRO BUS LINES. RESIDENTS AND VISITORS TO MONTROSE INCLUDING SENIORS AND PERSONS WITH DISABILITIES WILL HAVE ENHANCED ACCESS TO SCHOOLS AND TRANSIT ROUTES MAKING IT EASIER AND SAFE TO ACCESS TRANSIT AND LOCAL DESTINATIONS. SUBRECIPIENT ACTIVITIES:N/AAS A RESULT OF THE SUB-ALLOCATION HARRIS COUNTY FT. BEND COUNTY AND EAST END DISTRICT AGREE TO THE AMOUNTS ALLOCATED AND ARE RESPONSIBLE FOR APPLICATION TO FTA TO RECEIVE SECTION 5310 FUNDS AND ASSUMES THE RESPONSIBILITIES ASSOCIATED WITH ANY AWARD FOR THESE FUNDS.THE ALLOCATION OF THESE FUNDS TO SUB RECIPIENTS WERE AWARDED ON A FAIR AND EQUITABLE BASIS; THE PROJECTS HAVE BEEN DERIVED FROM A REGIONALLY COORDINATED PUBLIC TRANSIT- HUMAN SERVICES TRANSPORTATION PLAN; TO THE EXTENT FEASIBLE SERVICES ARE COORDINATED WITH TRANSPORTATION SERVICES PROVIDED BY OTHER FEDERAL AGENCIES; AND THE PLANNING PROCESS INCLUDED REPRESENTATIVES OF PUBLIC PRIVATE AND NON-PROFIT TRANSPORTATION AND HUMAN SERVICE PROVIDERS PARTICIPATION BY THE PUBLIC AND REPRESENTATIVES ADDRESSING THE NEEDS OF OLDER ADULTS AND INDIVIDUALS WITH DISABILITIES.
