Santee Community School is a local government school district serving Native American and rural student populations in Niobrara, Nebraska, and operates K–12 educational programming including general instruction, special education, English language learning, and supplemental academic services. The Impact Aid program provides financial assistance to school districts where the presence of federally connected children—including those living on Federal or Indian property and children of Federal employees or active duty military members—creates educational costs not offset by local property tax revenue. Section 7003 assistance applies to districts where at least three percent or 400 of total eligible federally connected children in average daily attendance live on Federal property or have a parent employed on Federal property or on active duty in the uniformed services.
