AWARD PURPOSE: FUNDING THROUGH THIS AGREEMENT WILL INCREASE OPPORTUNITIES FOR PUBLIC USE OF THE RECREATION AREAS AT LAKE CASITAS RECREATION AREA. FUNDS WILL ALSO ALLOW FOR PROPER OPERATION, MAINTENANCE, AND REPLACEMENT OF FACILITIES IN PLACE FOR PUBLIC RECREATION USE AT LAKE CASITAS.ACTIVITIES TO BE PERFORMED:RV AND TRAILER SITES WILL BE IMPROVED, WITH THE ADDITION OF DECOMPOSED GRANITE (DG) IN PLACE OF GRASS, ENLARGING CAMPSITES TO ACCOMMODATE GUEST AS WELL AS PROVIDING ADA ACCESSIBILITY WITH THE ADDITIONAL AREA. THE OBJECTIVE IS TO REPAIR, REMOVE, OR RESURFACE THE MAIN ROAD AND THOSE IN AND OUT OF CAMPGROUNDS. THE MAIN ROAD IS IN DIRE NEED OF REPAIR AS WELL AS CAMPGROUNDS ROADS. THERE ARE VARIOUS METHODS OF RESURFACING THAT ARE USED WITHIN THE PARK. PULVERIZE IN PLACE OF EXISTING ASPHALT, CAPE SEAL AN AREA TO BE RE-CONDITIONED THAT DOES NOT REQUIRE ADDITIONAL DEPTH OF ASPHALT, AND STRAIGHT RE-SURFACE FOR AREAS THAT ARE DAMAGED AND NEED COMPLETE SEAL.PLAYGROUNDS WITHIN THE PARK NEED RESURFACE MATERIAL FREQUENTLY. THE LCRA HAS GONE AWAY WITH THE PELLETS AS AN EFFECTIVE SURFACE, AND RECENTLY COMPLETED A POUR IN PLACE RUBBER TO ALL PLAYGROUNDS. PLAYBOUND POURED-IN-PLACE IS A 2-LAYER SYSTEM CONSISTING OF A BASEMAT OF 100 POST-CONSUMER RECYCLED SBR (STYRENE BUTADIENE RUBBER) AND POLYURETHANE AND A TOP SURFACE CONSISTING OF RECYCLED POST-INDUSTRIAL RUBBER, WHICH SIGNIFICANTLY INCREASING THE SURFACES EXPECTED LIFE TO 7 TO 10 YEARS. THICKNESS CAN BE MODIFIED ON SITE TO MEET VARYING CRITICAL FALL HEIGHTS AND IS ADA COMPLIANT FOR PLAYGROUND SURFACE ACCESSIBILITY. PROJECTED DELIVERABLES OR OUTCOMES: PUBLIC USE FACILITIES RECEIVE HEAVY VISITOR TRAFFIC DURING THE PEAK SUMMER MONTHS, THAT ACTION WEARS ON THE INFRASTRUCTURE OF THE PARK IN ROAD DAMAGE, EQUIPMENT WEAR AND TEAR, AND PLAYGROUND UPKEEP THAT REQUIRES YEARLY MAINTENANCE. THESE OBJECTIVES NEED TO BE MET FOR THE RECREATION AREA TO ADEQUATELY MEET ITS PLANNED IMPROVED OPERATION FOR PUBLIC USE OF THE AREA.INTENDED BENEFICIARIES:THIS FINANCIAL ASSISTANCE AGREEMENT WILL CONTINUE TO BENEFIT THE PUBLIC BY FUNDING ACTIVITIES CONSIDERED HIGHLY IMPORTANT TO THE INTEGRITY OF THE RECREATION AREA AND WHAT IT HAS TO OFFER TO THE VISITING PUBLIC. AS THE FUNDS ARE IDENTIFIED THEY WILL BE APPLIED TO BUDGET ESTIMATES. SAFETY IS A PRIMARY CONCERN THROUGHOUT THE PARK AND THE CONDITION OF THE INFRASTRUCTURE IS VITAL IN ASSURING THE VISITOR HAS A SAFE AND WELL-MAINTAINED AREA TO TRAVEL IN, EITHER BY VEHICLE, BICYCLE OR ON FOOT. ROAD IMPROVEMENTS, RESURFACING OR REPLACEMENT WILL TAKE PLACE EACH YEAR, PRIOR TO HEAVY PUBLIC USE OF THE AREA WHICH USUALLY STARTS IN APRIL OF ANY YEAR.
