Deflection programs are partnerships between public safety and public health agencies that aim to divert people with substance use disorder away from the criminal justice system and connect them with treatment and other services. The study will: (1) determine how Oregon's counties are adopting, implementing, and maintaining these deflection programs; (2) assess the reach of the three different deflection program models at the county level; and (3) determine the effectiveness of the three deflection program models in reducing criminal justice system involvement and increasing substance use disorder treatment for people who use drugs. The study will be conducted by the Research Triangle Institute (RTI International), a prominent non-profit research organization, and is expected to run from September 2025 to May 2030.
