The Department of Housing and Urban Development Office of Healthy Homes and Lead Hazard Control awarded the City of Philadelphia $7.75 million on December 1, 2025, under the Lead Hazard Reduction Demonstration Grant Program (CFDA 14.905) to identify and control lead-based paint hazards in privately-owned rental and owner-occupied housing units.
The recipient will target lead hazard control efforts in pre-1960 housing units, particularly pre-1940 construction, where children under six years of age face the greatest risk of lead poisoning. The grant funds cost-effective lead hazard control methods, building local capacity through trained and certified individuals and firms, and developing community-based approaches that integrate lead hazard control with other local initiatives and public-private partnerships addressing housing-related health and safety hazards.
Eligible target housing includes properties owned by or rented to low- or very-low income families. The City of Philadelphia's Environmental Health Services will administer the award through its Public Health Department. The period of performance runs 42 months from December 1, 2025, through December 1, 2029, with performance taking place in Philadelphia, Pennsylvania. HUD may approve no-cost time extensions not to exceed 12 months. All lead hazard control work must be conducted by EPA-certified contractors and inspectors, with workers trained through an EPA-authorized program. The recipient must complete an environmental review before any abatement, repair, or rehabilitation work begins.
