The award funds application of a science-based positive community norms framework to reduce alcohol, nicotine, and marijuana use among youth, addressing documented disparities: 24.6 percent of Frazee-Vergas eighth graders reported alcohol consumption in the previous 12 months versus 15.3 percent statewide; 31.6 percent reported vaping or e-cigarette use versus 15.7 percent statewide; and 16.2 percent had tried marijuana versus 6.4 percent statewide. Prevention messaging strategy emphasizes accurate local data showing most students do not use substances, building on work implemented since coalition formation. Cornerstone will expand skill-building efforts with stakeholders to support this messaging. Performance period runs from July 1, 2026, through June 30, 2031. Work is performed in Minnesota.
