The Substance Abuse and Mental Health Services Administration awarded Recovery Rowan County Inc. $349,915 on September 30, 2026, through the Center for Substance Abuse Treatment Projects of Regional and National Significance program (CFDA 93.490) to expand peer-led recovery support and strengthen jail-to-community reentry pathways across Rowan, Bath, and Morgan Counties in rural Appalachian Kentucky. Recovery Rowan County will deliver peer recovery coaching, medication-informed recovery-guided planning, treatment and recovery housing referrals, transportation, employment and education navigation, documentation support, overdose prevention and naloxone distribution, tobacco cessation referral, and follow-up services to adults age 18 and older with substance use disorder, including co-occurring mental health conditions. The initiative operates through two coordinated pathways: community-based support centered in Rowan County and jail-to-reentry services for eligible participants from the Rowan County Detention Center returning to Rowan, Bath, or Morgan Counties. Recovery Rowan County will coordinate with the detention center, courts, treatment providers, employers, and community partners to begin reentry planning before release and connect eligible participants to the detention center's community workforce program, enabling participants to work while incarcerated and earn income for child support, restitution, and savings. Performance takes place in Morehead, Kentucky. The award runs from September 30, 2026, through September 29, 2029.
