The recipient, in collaboration with the Medical University of South Carolina, will implement an integrated, family-centered treatment, recovery, and prenatal care system serving pregnant and postpartum women with perinatal substance use disorder and co-occurring perinatal mental health conditions across eight rural counties in the Upper Pee Dee Region (Chesterfield, Darlington, Dillon, Florence, Lancaster, Lee, Marion, and Marlboro). The program targets 150 unduplicated women over three years—45 in year one, 50 in year two, and 55 in year three—while reaching additional women through a broader care coordination and screening network. The catchment area comprises economically distressed counties designated as medically underserved areas and mental health professional shortage areas with elevated rates of neonatal abstinence syndrome and opioid overdose. The project extends South Carolina's existing statewide perinatal psychiatry access program and peer recovery doula infrastructure into a coordinated rural system of care addressing clinical and social needs including housing instability, transportation barriers, childcare challenges, and child welfare involvement. Place of performance is Columbia, South Carolina. The period of performance runs through September 29, 2029.
