THE "2020 NAWMP COMMUNICATION STRATEGY" WAS ENDORSED BY THE PLAN COMMITTEE IN SEPTEMBER 2020 AND IDENTIFIES FOUR KEY ISSUES: (1) DECREASED FINANCIAL SUPPORT FOR JOINT VENTURES AND NAWMP INFRASTRUCTURE, (2) CONCERNS EXPRESSED IN RELEVANT REPORTS ABOUT INSUFFICIENT COMMUNICATIONS ABOUT NAWMP, (3) POLITICAL CHALLENGES RESULTING FROM LACK OF UNDERSTANDING ABOUT NAWMP THAT EXISTS AT ALL LEVELS-FROM GOVERNMENT LEADERS TO DUCK HUNTERS, AND (4) THE LOOMING DECLINES IN WATERFOWL POPULATIONS. FURTHERMORE, THE STRATEGY HAS TWO MAIN GOALS: (A) DELIVERING ENGAGING AND EXPANDED COMMUNICATION WITH CONSERVATION AGENCIES; AND (B) ENGAGING THE WATERFOWL AND CONSERVATION COMMUNITIES ABOUT NAWMP SCIENCE AND POLICY ISSUES. THE CRITICAL NEXT STEP REQUIRED TO BUILD OUT AND IMPLEMENT THE STRATEGY IS TO IDENTIFY AND/OR DEVELOP A COMPREHENSIVE PACKAGE OF MARKETING AND COMMUNICATION ASSETS. THIS ELEMENT OF THE PROJECT IS UNDERWAY AND IS FUNDED BY THE CANADIAN WILDLIFE SERVICE, AND IN-KIND CONTRIBUTIONS FROM STATE FISH AND WILDLIFE AGENCIES. IN THE CURRENT PROPOSAL, THESE IDENTIFIED ASSETS WILL BE USED TO DEVELOP A MARKETING STRATEGY, INCLUDING KEY MESSAGES FOR PARTNERS TO USE AND CHOOSE AT EVERY "NEWSY" OPPORTUNITY. IDENTIFYING EXISTING MARKETING ASSETS AND IDENTIFYING POTENTIAL ADDITIONAL ASSETS REQUIRES A CREATIVE CONSULTANT TO LEAD A SMALL TEAM OF PEOPLE KNOWLEDGEABLE ABOUT NAWMP. THE CONSULTANT WILL PROVIDE EXPERT ADVICE AND REACH OUT TO THE MANY NAWMP PARTNER ORGANIZATIONS TO ASSIST IN DEVELOPING RECOMMENDATIONS ON HOW BEST TO USE THE EXISTING MARKETING RESOURCES AND TO DEVELOP A BOLD, NEW MARKETING PLAN AND NEW MARKETING ASSETS TO REACH THE TARGET AUDIENCES. THE MARKETING PLAN WILL INCLUDE SUCH ITEMS AS PRODUCT REQUIREMENT DEFINITIONS, PROTOTYPE SPECIFICATIONS (I.E., BRAND GUIDE), AND OTHER KEY ELEMENTS THAT WILL ENABLE THE NAWMP COMMUNITY TO REVITALIZE OR BUILD OUT THE NAWMP BRAND TO THE PROPOSED TARGET AUDIENCES.
