PURPOSE: HUD'S JOBS PLUS PROGRAM PROVIDES FUNDING TO DEVELOP LOCALLY BASED, JOB-DRIVEN APPROACHES THAT INCREASE EARNINGS AND ADVANCE EMPLOYMENT OUTCOMES THROUGH WORK READINESS, EMPLOYER LINKAGES, JOB PLACEMENT, EDUCATIONAL ADVANCEMENT, TECHNOLOGY SKILLS, AND FINANCIAL LITERACY FOR RESIDENTS OF PUBLIC HOUSING. THIS PLACE-BASED PROGRAM ADDRESSES POVERTY AMONG PUBLIC HOUSING RESIDENTS BY INCENTIVIZING AND ENABLING EMPLOYMENT THROUGH EARNED INCOME DISREGARDS FOR WORKING RESIDENTS AND A SET OF SERVICES DESIGNED TO SUPPORT WORK, INCLUDING EMPLOYER LINKAGES, JOB PLACEMENT AND COUNSELING, EDUCATIONAL ADVANCEMENT, AND FINANCIAL COUNSELING. IDEALLY, THE JOBS PLUS PROGRAM WILL "SATURATE" THE TARGET PUBLIC HOUSING PROJECTS (ASSET MANAGEMENT PROJECTS (AMPS) WITH INFORMATION, SERVICES AND INCENTIVES INTENDED TO SUPPORT RESIDENT EMPLOYMENT DURING THE PROGRAM AND ENCOURAGE CONTINUED RESIDENT EMPLOYMENT BEYOND THE END OF THE PROGRAM CYCLE. THE JOBS PLUS PROGRAM MODEL COMPRISES THESE THREE CORE COMPONENTS: 1. EMPLOYMENT-RELATED SERVICES 2. FINANCIAL/RENT INCENTIVE - JOBS PLUS EARNED INCOME DISREGARD (JPEID) 3. COMMUNITY SUPPORT FOR WORK JOBS PLUS GRANTEES ARE PUBLIC HOUSING AUTHORITIES (PHAS) AND THEY LOCATED AROUND THE COUNTRY (AS MAY BE FOUND ON THE FOLLOWING WEBSITE: (HTTPS://WWW.HUD.GOV/PROGRAM_OFFICES/PUBLIC_INDIAN_HOUSING/JPI); ACTIVITIES TO BE PERFORMED: CASE MANAGEMENT, EMPLOYMENT-RELATED SERVICES (E.G., WORK READINESS, EMPLOYER LINKAGES, JOB PLACEMENT, EDUCATIONAL ADVANCEMENT, TECHNOLOGY SKILLS, FINANCIAL LITERACY, CHILDCARE, TRANSPORTATION), RENT INCENTIVE (DISREGARD OF EARNED INCOME FROM RENT CALCULATION), COMMUNITY SUPPORTS FOR WORK. MEASURABLE OUTPUTS FOR THE PROGRAM INCLUDE: NUMBER OF INDIVIDUALS ENROLLED IN THE JOBS PLUS EARNED INCOME DISREGARD; NUMBER OF INDIVIDUALS ENGAGED WITH THE JOBS PLUS PROGRAM AS MEASURED BY THE NUMBER OF INDIVIDUALS COMPLETING AN ASSESSMENT AT INTAKE; NUMBER OF INDIVIDUALS PROVIDED WITH ONE OR MORE POST-ASSESSMENT SERVICES; NUMBER OF PARTICIPANTS BEGINNING NEW PART-TIME EMPLOYMENT; NUMBER OF PARTICIPANTS BEGINNING NEW FULL-TIME EMPLOYMENT; AND SHARE OF ASSESSED RESIDENTS CONTINUOUSLY EMPLOYED FOR AT LEAST 180 DAYS. DELIVERABLES INCLUDE WORK PLANS DEVELOPED BY THE GRANTEE AND KEY PARTNERS TO COLLABORATIVELY IMPLEMENT THE PROGRAM. GRANTEES MUST PARTNER (VIA MEMORANDUM OF UNDERSTANDING) WITH THE LOCAL WORKFORCE DEVELOPMENT BOARDS (WDB) AND AMERICAN JOB CENTER(S) IN THEIR AREA TO OFFER MULTIPLE EMPLOYMENT-RELATED SERVICES FOR RESIDENTS WITH A RANGE OF EMPLOYMENT NEEDS. ; EXPECTED OUTCOMES: THE EXPECTED OUTCOME OF THE PROGRAM IS TO INCREASE EARNINGS AND ADVANCE EMPLOYMENT OUTCOMES FOR PUBLIC HOUSING RESIDENTS. FOR FY 2023, THE PROGRAM WAS APPROPRIATED $15 MILLION. SINCE THE BEGINNING OF THE PROGRAM (FY2014 THROUGH FY2022 FUNDING), $145.9 MILLION HAS BEEN AWARDED TO FUND 60 JOBS PLUS GRANTS TO 52 PHAS ACROSS THE COUNTRY. JOBS PLUS HAS SERVED OVER 16,000 RESIDENTS THROUGH ITS COMPREHENSIVE PROGRAM MODEL, OF WHICH ALMOST 90 PERCENT HAVE RECEIVED AN EMPLOYMENT-RELATED SERVICE CONNECTION. OVER 6,500 PART-TIME OR FULL-TIME JOBS PLACEMENTS HAVE BEEN MADE AND, THROUGH THE JOBS PLUS EARNED INCOME DISREGARD, PHA RESIDENTS HAVE SAVED OVER $36 MILLION IN RENT PAYMENTS. ; INTENDED BENEFICIARIES: INDIVIDUALS AND FAMILIES WHO ARE RESIDENTS OF PUBLIC HOUSING ARE THE BENEFICIARIES OF THE JOB PLUS PROGRAM, UNLESS OTHERWISE STATED IN THE CURRENT FISCAL YEAR'S NOFO.; SUBRECIPIENT ACTIVITIES: THE RECIPIENT DOES NOT INTEND TO SUBAWARD FUNDS.
