Feed the Future (FTF) is a major U.S. Government program that aims to address the root causes of global hunger by sustainably increasing agricultural productivity to meet the demand for food, supporting and facilitating access to markets, and increasing incomes for the rural poor so they can meet their food and other needs, including reducing malnutrition. Ethiopia has been designated a priority country for the Feed the Future (FTF) Initiative. It is within this context that USAID/Ethiopia has developed an approved FTF strategy which is being implemented by a host of implementing partners. The FTF program requires each USAID FTF Mission to focus and concentrate its efforts in a defined area of coverage in order to measure impact. The Zone of influence (ZI) for USAID/Ethiopia is the 134 woredas where the FTF will be implemented over the next five years. This will be done through two major components, following the push-pull model detailed in USAID/Ethiopia s Strategy document: Component 1: Agricultural growth to enable food security (the pull factor) and Component 2: Linking the Vulnerable to the Market (the push factor). As part of its FTF strategy, USAID has made a strong commitment to timely and high quality evaluation that provide information and analysis that prevents mistakes from being repeated; and increases the possibility that future investments will yield even more benefits than previous investments. As part of this commitment each USAID Mission is required to conduct a Population Based Survey (PBS) across its Zone of Influence. This draft technical proposal describes how the International Food Policy Research Institute (IFPRI) proposes to contribute to this commitment through its response to the USAID proposal document, Baseline Survey for Feed the Future Zone of Influence dated June 27, 2012. Specifically, it outlines how IFPRI proposes to undertake the following tasks: (1) Collect baseline data for the required population-based indicators (PBS) in a sample of 134 Woredas which make up the USAID/Ethiopia FTF zone of influence (ZI); (2) Establish statistically significant control groups and collect baseline data that will be used by USAID/Ethiopia to conduct impact evaluations for selected USAID/Ethiopia high-value programs and Development Objective #1; and (3) Provide USAID/Ethiopia interim estimates by the end of October 2012 on all 12 indicators required in the FTF baseline survey, including percentage change in agricultural GDP. We begin by explaining how we would design surveys that both provide the population-based indicators and the baseline for quantitative impact work. We describe how this work will contribute to the capacity of Ethiopia s Central Statistics Agency (CSA) to implement surveys in support of Government of Ethiopia and its development partners. We also explain how we would provide interim estimates on the FTF indicators. We further provide a timeline for this work and list the key staff involved in its implementation.
