This $257,455 National Science Foundation project grant supports research examining the impacts of electricity market regulation on energy transitions and environmental justice. Funded under the Social, Behavioral, and Economic Sciences program (CFDA 47.075), the University of Arizona will model how rate-of-return regulation historically influenced shifts from coal to natural gas generation and how regulatory changes may impact ongoing transitions to renewable energy. Researchers will also estimate how environmental regulators consider community well-being and environmental justice when enforcing Clean Air Act regulations. The results will inform policies to expedite clean energy adoption while improving outcomes in disproportionately impacted communities. Work will be performed in Tucson, Arizona through February 2025.
