DESCRIPTION:THIS AGREEMENT PROVIDES $56,250.00 OF THE ANTICIPATED $112,500.00 OF THE FY 2025 CORE FUNDING CEILING TO SUPPORT THE MPCA IN CONDUCTING ACTIVITIES THAT ARE NOT ASSIGNABLE TO SPECIFIC SITES BUT WILL SUPPORT THE RECIPIENT'S RESPONSE PROGRAM UNDER THE COMPREHENSIVE ENVIRONMENTAL RESPONSE, COMPENSATION, AND LIABILITY ACT. ACTIVITIES INCLUDE PROGRAM MANAGEMENT AND SUPERVISION; COOPERATIVE AGREEMENT AND CONTRACT ADMINISTRATION; FISCAL AND CONTRACT MANAGEMENT ACTIVITY; LEGAL ASSISTANCE, INCLUDING COST RECOVERY AND LITIGATION ACTIVITIES; AND ADMINISTRATIVE AND GENERAL CLERICAL/TECHNICAL SUPPORT. THE RECIPIENT WILL PROVIDE A $12,500 MATCH TO THE FEDERAL SHARE UNDER THIS ASSISTANCE AGREEMENT.ACTIVITIES:NON-SITE-SPECIFIC ACTIVITIES TO BE PERFORMED INCLUDE THE FOLLOWING: MANAGEMENT ACTIVITIES, COORDINATION BETWEEN STATE AND FEDERAL PROGRAMS, GRANT PREPARATION AND TRACKING, QUALITY ASSURANCE/QUALITY CONTROL ACTIVITIES, POLICY AND GUIDANCE DEVELOPMENT AND CONTRACT MANAGEMENT TO ENSURE COMPLIANCE WITH FEDERAL SUPERFUND PROGRAM REQUIREMENTS (2 CFR PART 200). THE ACTIVITIES TO BE PERFORMED UNDER THIS ASSISTANCE AGREEMENT INCLUDE PROGRAM MANAGEMENT AND SUPERVISION; COOPERATIVE AGREEMENT AND CONTRACT ADMINISTRATION; FISCAL AND CONTRACT MANAGEMENT ACTIVITY; LEGAL ASSISTANCE INCLUDING COST RECOVERY AND LITIGATION ACTIVITIES. NON-SITE-SPECIFIC ACTIVITIES TO BE PERFORMED INCLUDE PROVIDING ADMINISTRATIVE/CLERICAL SUPPORT TO SUPERFUND PROGRAM STAFF IN AREAS SUCH AS PERSONNEL, BUDGET, INVENTORY, AND PROCUREMENT. THE RECIPIENT WILL ALSO PROVIDE GENERAL OFFICE ASSISTANCE IN MAINTAINING CENTRAL RECORDS AND DOCUMENTS, BOTH HARD COPY AND COMPUTERIZED.SUBRECIPIENT:NO SUBAWARDS ARE INCLUDED IN THIS ASSISTANCE AGREEMENT.OUTCOMES:THE ANTICIPATED DELIVERABLES ARE THE SUBMITTING CA DOCUMENTS, TIMELY COMPLETION OF PROJECT MANAGER REVIEWS; APPROVAL OF CONTRACT/GRANT EXPENDITURES; PREPARATION OF FINANCIAL STATUS REPORTS (FSRS) AS REQUIRED. THE EXPECTED OUTCOMES INCLUDE EFFICIENT COORDINATION WITH PROJECT MANAGERS, PROGRAM MANAGERS, AND THE U.S. EPA TO ENSURE ACCURATE AND TIMELY GRANT CLOSEOUTS. THE BENEFICIARIES OF THIS PROJECT WILL BE THE 5.07 MILLION RESIDENTS OF THE STATE OF MINNESOTA.
