THIS AGREEMENT WILL BE FUNDED BY THE SUPERFUND TAX FOR LEAD ACTIVITIES. THE NON-TIME CRITICAL REMOVAL ACTION'S (NTCRA) MAIN OBJECTIVE IS TO PREVENT CONTACT WITH HIGHLY-CONTAMINATED SOIL AND DECREASE EXPOSURE TO LEAD AND ARSENIC.ACTIVITIES:ACTIVITIES TO BE PERFORMED INCLUDE THE FOLLOWING SHORT-TERM RESPONSE ACTIONS: - REMOVAL OF SURFICIAL SOILS FROM THE SITE WITH THE HIGHEST LEVEL OF LEAD AND ARSENIC CONTAMINATION. - REPLACEMENT WITH FILL MATERIAL THAT MEETS CONCENTRATIONS STANDARDS THAT ARE CONSIDERED 'CLEAN'. - RESTORATION OF EXCAVATED AREAS BACK TO PRE-EXCAVATION CONDITIONS. - IMPLEMENTATION OF INSTITUTIONAL CONTROLS FOR THE PROPERTY DUE TO CONTAMINATED SOILS THAT WILL BE LEFT IN PLACE, SUCH AS SOILS UNDERNEATH THE MOBILE HOMES OR PAVED AREAS. - ENGINEERING ANALYSIS\COST EVALUATION (EE/CA) DEVELOPMENT HOWEVER, CDPHE RECOGNIZES THE EE/CA PROCESS MAY RESULT IN AN ALTERNATE REMOVAL ACTION. THE NTCRA'S MAIN OBJECTIVE IS TO PREVENT CONTACT WITH HIGHLY-CONTAMINATED SOIL AND DECREASE EXPOSURE TO LEAD AND ARSENIC. THE INTENDED BENEFICIARIES INCLUDE RESIDENTS OF THE MANUFACTURED HOME PARK KNOWN AS A-1 MOBILE VILLAGE IN COLORADO SPRINGS, EL PASO COUNTY, COLORADO.
