DESCRIPTION:THIS COOPERATIVE AGREEMENT IS PROVIDED TO THE UNIVERSITY OF SOUTHERN MAINE, WHICH IS PART OF THE UNIVERSITY OF MAINE SYSTEM, TO SUPPORT IMPLEMENTATION OF THE CASCO BAY ESTUARY PARTNERSHIP'S (CBEP) COMPREHENSIVE CONSERVATION AND MANAGEMENT PLAN (CCMP). THE GOAL IS TO RESTORE AND MAINTAIN THE CHEMICAL, PHYSICAL, AND BIOLOGICAL INTEGRITY OF THE ESTUARY AND SUPPORT ITS SUSTAINABLE HUMAN USES THROUGH TASKS OUTLINED IN ANNUAL WORKPLANS OF THE CBEP AND ITS PARTNERS. THE COOPERATIVE AGREEMENT SUPPORTS ACTIVITIES THAT WILL: 1) PROTECT, RESTORE, AND ENHANCE KEY HABITATS THAT SUSTAIN ECOLOGICAL HEALTH; 2) REDUCE NUTRIENT POLLUTION AND ITS IMPACTS, INCLUDING COASTAL ACIDIFICATION; 3) FOSTER RESILIENT COMMUNITIES AND THEIR CONNECTIONS TO CASCO BAY, AND; 4) MOBILIZE COLLECTIVE KNOWLEDGE AND RESOURCES TO SUPPORT CASCO BAY. SUBAWARDS WILL BE USED TO SUPPORT THIS COOPERATIVE AGREEMENT. THIS IS IMPLEMENTATION YEAR 27.ACTIVITIES:INCREASE DEVELOPMENT OF HABITAT RESTORATION AND RESILIENCE PROJECTS AND ASSIST PARTNERS WITH ACCESSING ARPA AND BIL FUNDS FOR PROJECT IMPLEMENTATION; STRENGTHEN TIES WITH SMALLER MUNICIPALITIES TO ASSIST THEM WITH ADDRESSING WATER QUALITY AND CLIMATE RESILIENCE CHALLENGES AND ACCESSING ARPA AND BIL FUNDS; BEGIN IMPLEMENTATION OF PROGRAMS AND PROJECTS MADE POSSIBLE BY BIL FUNDS; AND UPDATE THE CASCO BAY PLAN (CCMP)SUBRECIPIENT:WATER QUALITY MONITORING OUTCOMES:PRIMARY DELIVERABLE WILL BE AN UPDATED CCMP. OTHER EXPECTED OUTCOMES INCLUDE HABITAT PROTECTED AND RESTORED, WATER QUALITY IMPROVEMENTS, INCREASED PUBLIC ACCESS TO NATURAL AREAS, DATA ACQUISITION, AND PROVISION OF TECHNICAL ASSISTANCE TO MUNICIPALITIES AND OTHER PARTNERS. THE INTENDED BENEFICIARIES OF THIS WORK INCLUDE THE CONSTITUENTS WHO RESIDE WITHIN THE CASCO BAY ESTUARY PARTNERSHIP PLANNING AREA, AS WELL AS ALL OTHERS WHO RECREATE THERE.
