The DC State Education Office, as the state educational agency, must reserve at least 95 percent of its allocation for subgrants to LEAs and may use up to 1 percent for administrative costs, with any remaining funds supporting state-level activities including monitoring and technical assistance. LEAs receiving allocations of $30,000 or more must conduct comprehensive needs assessments and dedicate not less than 20 percent of funds to well-rounded educational opportunities, not less than 20 percent to activities supporting safe and healthy students, and a portion to effective use of technology. Those receiving less than $30,000 must use funds in at least one of these three areas. LEAs may reserve up to 2 percent of allocations for administrative costs.
