The Board of Education Colorado, as a State educational agency, must reserve at least 95 percent of its allocation for subgrants to local educational agencies (LEAs) and Indian tribal schools, with no more than 1 percent reserved for administrative costs. LEAs receiving allocations of $30,000 or more must conduct comprehensive needs assessments and dedicate at least 20 percent of funds to well-rounded educational opportunities, at least 20 percent to safe and healthy student support, and a portion to effective technology use. LEAs receiving less than $30,000 must use funds for activities in at least one of these three areas. Each subgrant must be for one year in an amount of not less than $10,000. The Board may support State-level monitoring and technical assistance activities with remaining funds.
