Federal Formula Grant Award Summary
The Department of Housing and Urban Development (HUD), through its Assistant Secretary for Community Planning and Development, awarded $1,046,809 to the Guam Housing & Urban Renewal Authority (GHURA) under the Home Investment Partnerships Program (CFDA 14.239) on September 25, 2025. This formula grant, with an ultimate completion date of September 30, 2034, funds affordable housing activities including rehabilitation of owner-occupied housing, homebuyer assistance, acquisition and rehabilitation of rental housing, and tenant-based rental assistance to low-income and very low-income households in Guam. HOME-assisted housing must meet income targeting requirements and remain affordable for 5 to 20 years depending on the activity type and amount of HOME funding contributed.
GHURA, as Guam's designated participating jurisdiction and statutory public housing authority, administers these funds directly or provides them to developers and other affordable housing partners. The award represents part of HUD's annual formula allocation to states and local governments, with 60 percent of HOME appropriations directed to localities such as Guam. The funding supports GHURA's core mission of expanding the supply of decent, affordable housing for low-income residents throughout the territory while strengthening local capacity to implement comprehensive housing strategies aligned with HUD's Community Development Block Grant and broader community development objectives.
