The Department of Housing and Urban Development's Community Planning and Development division awarded the City of Boise a $643,178.77 formula grant on September 19, 2025, under the Home Investment Partnerships Program (CFDA 14.239). This funding supports affordable housing development and rental assistance activities, including rehabilitation of owner-occupied housing, homebuyer assistance, acquisition and rehabilitation of rental housing, and tenant-based rental assistance to low-income households. The grant extends through September 30, 2034, and requires that all HOME-assisted housing meet income targeting and affordability requirements, with units remaining affordable for 5 to 20 years depending on the activity type and level of HOME funding contribution.
As a participating jurisdiction, the City of Boise will utilize these formula-allocated funds to expand affordable housing supply within its jurisdiction. The city maintains an established track record administering HOME grants and related community development programs, with the funding managed through the Department of Finance. All activities undertaken must comply with 24 CFR Part 91 requirements, including submission of Consolidated Plans and Annual Action Plans for HUD review, and the city must maintain comprehensive records for five years beyond each affordability period to demonstrate compliance with program requirements.
