THE 5329 GRANT FUNDS ARE FOR THE ADMINISTRATION OF THE STATE SAFETY OVERSIGHT AGENCY (SSOA).; ACTIVITIES PERFORMED: ADMINISTER THE SSOA WITHIN IDOTS OFFICE OF INTERMODAL PROJECT IMPLEMENTATION INCLUDING ADMINISTRATIVE SUPPORT HIRE ASSEMBLE TRAIN AND MAINTAIN THE TRANSIT RAIL SAFETY OVERSIGHT STAFF EMPLOY RAIL SAFETY CONTRACTORS WITH STRONG TECHNICAL EXPERTISE IN TRANSIT RAIL CREATE A SAFETY MANAGEMENT SYSTEM CULTURE AND PERFORM SPECIAL STUDIES. ADDITIONALLY IDOT WILL BUILD AND MAINTAIN A RAIL SAFETY DATABASE INFORMATION FROM AGENCY WIDE AUDITS AND OVERSEE FINDINGS REPORTING REQUIREMENTS TRAINING RECORDS CORRECTIVE ACTION PLANNING AND OTHER TECHNICAL REQUIREMENTS.; EXPECTED OUTCOMES: AS A RESULT OF THIS PROJECT THE PEOPLE OF THE STATE OF ILLINOIS HAVE A FEDERALLY CERTIFIED LEGAL AND FINANCIALLY INDEPENDENT STATE SAFETY OVERSIGHT AGENCY (SSOA) PROGRAM FOR ALL RAIL FIXED GUIDEWAY PUBLIC TRANSPORTATION SYSTEMS THAT CURRENTLY OPERATE AND/OR PLAN TO OPERATE IN THE STATE. THE SSOA PROGRAM FULFILLS THE FEDERAL TRANSIT ADMINISTRATION (FTA) RULE (49 CFR PART 674) WHICH REQUIRES STATES TO OVERSEE THE SAFETY AND SECURITY OF RAIL FIXED GUIDEWAY SYSTEMS THROUGH A DESIGNATED OVERSIGHT AGENCY. THIS FTA RULE IMPLEMENTS A PROVISION IN THE INTERMODAL SURFACE TRANSPORTATION EFFICIENCY ACT (ISTEA) OF 1991 (49 U.S.C. 5330) AND COMPLIES WITH ALL FEDERAL REQUIREMENTS.; INTENDED BENEFICIARIES: LOCALLY THE CHICAGO TRANSIT AUTHORITY (CTA) OPERATING IN THE CHICAGO AREA BI-STATE DEVELOPMENT (BSD) METROLINK OPERATING IN ST. CLAIR COUNTY AND THE APPROXIMATELY 2.1 MILLION DAILY RIDERSHIP WILL DIRECTLY BENEFIT IN AN ENHANCED SAFETY OVERSIGHT PROGRAM AND THE IMPLEMENTATION OF A SAFETY MANAGEMENT SYSTEM (SMS). SMS PROVIDES THE FRAMEWORK FOR A RISK-BASED DATA DRIVEN APPROACH TO SAFETY WHICH PROVIDES FOR MORE EFFECTIVE AND EFFICIENT ALLOCATION OF SAFETY RESOURCES.
