The Department of Housing and Urban Development Assistant Secretary for Community Planning and Development awarded the Family Services Department (Wyoming DFS) $348,053 under the Emergency Solutions Grant (ESG) program on September 23, 2025.
ESG funds support five program components: street outreach, emergency shelter operations, homelessness prevention, rapid re-housing assistance, and homeless management information system (HMIS) infrastructure. Eligible uses include rehabilitation or conversion of buildings for emergency shelter, operating costs for shelters, essential services to shelter residents and street-based individuals and families, and administrative activities as specified in 24 CFR 576.101–576.107.
Wyoming DFS, a state government entity headquartered in Cheyenne, serves as the pass-through recipient for ESG allocations to local implementing agencies throughout Wyoming. The award runs from September 23, 2025 through September 22, 2027. As a formula allocation, the grant is not subject to competitive application or appeal.
The ESG program operates on a formula basis, allocating funds to metropolitan cities, urban counties, territories, and states as defined in 24 CFR 576.2. Recipients must submit proposed ESG projects as part of their Consolidated Plans, reviewed by HUD field offices according to 24 CFR 91 criteria. Grant agreements follow plan approval.
