The Environmental Protection Agency (EPA) Region 7 awarded the Missouri Department of Natural Resources a $81.95 million capitalization grant under the Clean Water State Revolving Fund (CWSRF) program (CFDA 66.458) effective October 1, 2025, through September 30, 2030. This Infrastructure Investment and Jobs Act (IIJA)-funded award enables MODNR to establish and operate a state revolving fund that provides low-interest financing to subrecipients, including municipalities and other eligible entities, for planning, design, and construction of water quality improvement and protection projects throughout Missouri.
Through the CWSRF program, MODNR will deliver comprehensive financing solutions and technical assistance supporting wastewater treatment infrastructure, water quality management activities, and emerging contaminants treatment. The fund's anticipated deliverables include project planning and design services, construction financing, and related water quality improvement initiatives. Expected outcomes include enhanced water quality protection, improved public health outcomes, and sustainable infrastructure development benefiting citizens statewide through the network of loans and grants distributed to subrecipients via the state revolving fund mechanism.
