"The EPA's recently promulgated MCLs for PFAS and PFOA are at risk of being exceeded at the well. The most recent sampling at the well shows PFOA at 4.1 ppt, which will exceed the 4.0 ppt MCL that is soon to be introduced. Additionally, manganese sampling shows concentrations of 0.226 mg/L exceeding the secondary MCL of 0.05 mg/L, and iron concentrations of 0.25 mg/L, near the secondary MCL of 0.30 mg/L. The Project involves the following scope of work: Demolition of the existing wellhouse and replacement with a new facility. Two high service pumps will be installed in the treatment building. The well will receive a new submersible pump. Existing well discharge piping will be replaced with 4-inch ductile iron pipe (DIP) from the well to the new treatment building. The column pipe and pitless adapter will be replaced. Raw water piping within the treatment building will include an air release valve, isolation valve, check valve, flow meter, and well blowoff pipe. A raw water sampling line will be tapped in this line and piped to the sampling sink. The building structure will be 55'-4" L x 30'-0" W x 20' H concrete block structure with a gable style, asphalt shingled roof. The CMU block treatment building will be placed on a concrete foundation wall. The floor will be cast-in-place concrete. The building will be designed as a three-room facility, consisting of a filter room, chemical storage/feed room, and electrical room. "PFAS are a group of manufactured chemicals that have been used in industry and consumer products since the 1940s. PFAS break-down very slowly and, thus, have been named "Forever Chemicals", resulting in concentrations accumulating in people, animals, and the environment over time. Human studies have found associations between PFOA and/or PFOS exposure and effects on the immune system, the cardiovascular system, human development (e.g., decreased birth weight), and cancer. Aqua Pennsylvania is committed to ensuring the safety and quality of community drinking water. This purpose of this project is to minimize the presence of Perfluorooctanoic acid (PFOA) and Perfluorooctanesulfonic acid (PFOS) in finished water via treatment of the existing wells. Both the PFOA and PFOS MCL are set at 4.0 PPT. The maximum level of PFOS sampled is 5.4 PPT and the maximum level of PFOA sampled is 4.6 PPT. Aqua has initiated a project titled "Applewood Manor Well 1 PFAS Remediation" located in Dallas Township, Luzerne County, PA. The existing Applewood Manor Well 1 station treats groundwater from the well. The new treatment facility will maintain the permitted capacity of 22 gallons per minute (gpm) and will be located on the property of the existing Applewood Manor Well 1 station. PFAS treatment will be installed on the existing WTP campus and be sized to maintain the permitted 8 MGD plant capacity. The PFAS treatment will involve the usage of granular activated carbon (GAC) in six (6) trains of 12' diameter dual vessels to adsorb the PFAS compounds. The vessels will be housed in a new brick building and include a new electrical room for pump starters and VFDs, HVAC, and lighting. The project also includes a low lift pump station with four (4) VTPs to push water through the GAC vessels and a 100,000-gal waste equalization tank with two (2) submersible transfer pumps to facilitate GAC rinses and backwashes. "The Northampton, Bucks County, Municipal Authority (NBCMA) or the "Authority" is proposing the connection of numerous parcels to the public water system (PWS) located in the current boundary of interest of potential contamination zone or ""sampling area"" identified by NBCMA and Northampton Township. NBCMA is currently participating in an Environmental Services Cooperative Agreement (ESCA) with the United States Department of the Navy related to past activities which occurred at the former Naval Air Warfare Center (NAWC) Warminster facility neighboring Northampton Township. The purpose of this ESCA between NBCMA and the Navy is to address groundwater contamination issues resulting from Perfluorinated Compounds known as Perfluorooctanesulfonic acid (PFOS) and Perfluorooctanoic acid (PFOA). To address the issues described in the agreement NBCMA has previously completed water main extensions and additional connections to private properties with wells which had been tested for contamination and approved for connection by the Navy. However as stated in the current ESCA "it is anticipated that future connections to the PWS will be required in addition to the construction/installation of new treatment systems to the public well number 7". NBCMA is committed to fulfilling the ESCA with the Navy, however, as the EPA has recently lowered the maximum contamination levels (MCLs) of the compounds which are addressed by the ESCA, the Authority recognizes the need to act on the areas of potential contamination that have been identified within and beyond the "boundary" identified by the Navy. Furthermore, inquiries from residents about public water connection and access has spiked in recent times as residents have become more aware about the potential contamination issues. Action must be taken to provide public water access to all residential areas that with private wells that have tested at or above the newly adopted MCL of the Enviromental Protection Agency of four parts-per-trillion (4ppt) for perfluorinated compounds. The Authority hopes to secure funding from Pennvest for the total cost of the projects associated with this proposal. However, the Authority will continue efforts to fulfill the ESCA with the Navy as future modifications are recorded. This continued effort will likely extend into the areas identified in this project proposal. NBCMA will comply with all rules and regulations set forth by the ESCA and Pennvest Program accordingly. With funding from Pennvest, the Authority hopes to take on multiple projects focused on providing residents with public water access, including the completion of service connections to all parcels which accept the connection offered by the Authority. Additional information enclosed in this letter includes: estimates of probable cost for two (2) project areas of interest; maps that depict the scope of the overall "area of interest" and proposed project areas; and biddable contact plans and documents.
