The Department of Agriculture Food and Nutrition Service awarded the Department of Social Services California $11.83 million on October 1, 2025, under the Emergency Food Assistance Program (Administrative Costs) formula grant to fund storage and distribution costs for USDA Foods distributed through The Emergency Food Assistance Program (TEFAP).
The funding supports administrative operations for California's TEFAP distribution network across the state. California's allocation derives from a legislatively mandated formula based on the state's relative share of persons with income below the poverty level (60 percent weight) and unemployed persons (40 percent weight). The Department of Social Services California, through its Finance and Accounting Division, administers the award and coordinates distribution to county-level agencies, nonprofit organizations, and community-based service providers across California's 58 counties. At minimum, the state must make at least 40 percent of administrative grant funds available to emergency feeding organizations or expend such funds on their behalf.
