The Department of Health and Human Services Administration for Children and Families awarded the Texas Department of Family and Protective Services $2,270,041 on October 1, 2025, under the Chafee Education and Training Vouchers Program (CFDA 93.599) to provide education and training vouchers for postsecondary education and training to youth who have aged out of foster care, have experienced foster care at age 14 or older, or have been adopted from foster care.
The award period runs through September 30, 2027, with place of performance in Texas. The Chafee ETV program distributes funds on a quarterly basis, limited to one-fourth of the state's annual allotment per quarter. Recipients must submit a five-year state plan with annual updates, due June 30 each year, coordinating ETV services with other federal or federally assisted programs serving the same population. Plans are subject to approval or disapproval by September 30th each year and are submitted to the Regional Child Welfare Program Manager in the appropriate ACF Regional Office. The program is formula-based; states and eligible tribes that submit approvable plans receive their allotted funds. Compliance follows 45 CFR Part 75, including subpart F and record-retention requirements at 45 CFR 75.361–365.
